About CommuniCare OLE

Established in 2023, CommuniCare OLE is the result of a union of two health centers with a deep roots in their respective communities and reputations for providing high-quality primary care to all, regardless of insurance or ability to pay: OLE Health of Napa and Solano Counties and CommuniCare Health Centers of Yolo County. Building on a legacy established by both organizations in 1972, CommuniCare OLE is a network of federally-qualified health centers with 17 sites across Napa, Solano, and Yolo Counties. It offers comprehensive care, including medical, dental, behavioral health and substance use treatment, nutrition, optometry, pharmacy, care coordination, referrals, and enrollment assistance to more than 70,000 individuals, and no one is turned away due to lack of insurance, immigration status, or ability to pay. Many services are offered outside of its sites, including mobile health, home visiting, and community and school-based programs.

JOB SUMMARY:
Under the supervision of the Data Analytics & Programmer Manager, the Data Analyst-

Programmer collaborates with multidisciplinary teams to support the organization’s data needs by developing adhoc, recurring reports, and building software solutions. CommuniCare OLE is a Federally Qualified Health Center providing care and serving the most vulnerable in the Napa, Solano, and Yolo communities. Each patient works with a dedicated team of medical professionals to get the range of services they need, when and where they need them.


LOCATION:
Primarily remote and occasional on-site work at any of our Napa, Solano, or Yolo County locations as needed. The ability to work and meet on-site as needed is a requirement.


THE TEAM:

The Data Department consists of our:

  • Data Analytics & Programmer Manager who manages data-related projects, collaborates with stakeholders, and supports the organizations data needs.
  • 4 Data Analysts who support departments with routine ad-hoc & recurring reporting development.
  • 1 Data Analyst-Programmer who supports departments with routine ad-hoc & recurring reporting development and builds software solutions.


RESPONSIBILITIES:

  • Collaboration: Work closely with multidisciplinary teams across clinical, operational, administrative, and financial domains to support data reporting needs and offer software solutions.
  • Software Development and Management: Design, develop, document, secure, deploy, and maintain software solutions for automating tasks and end-user functionality.
  • Data Management: Collect, clean, transform, and monitor data from a variety of sources for internal, federal, and state level reporting to drive clinical and operational performance improvement.
  • Data Reporting Development: Write, validate, and document SQL code for quality assurance and data integrity to ensure end-users receive high quality, accurate, and timely reports for decision-making.

  • Communication and Collaboration: Have excellent communication skills, interpersonal abilities, and data literacy comprehension when collaborating with stakeholders by effectively interpreting and presenting results in understandable language.
  • Project Management and Delivery: Ensure data projects are reviewed thoroughly to determine goals, objective, feasibility, timeline, project cost, and timely delivery.
  • Data Quality and Integrity: Committed to providing high quality, accurate, and timely data solutions to improve patient care which includes quality assurance, validation, and data cleaning.
  • Testing and Validation: Test and validate source code and output before final product is deployed into production environments.
  • Data Governance: Maintain data governance policies, procedures, and standards. This includes providing feedback and recommendations to stakeholders that can improve data capture and workflows for the organization’s data initiatives and reporting.
  • Documentation and Knowledge Sharing: Document work including source code, reports, processes, etc… to ensure knowledge is shared with other team members and stakeholders. This also helps in maintaining historical context and troubleshooting any issues that arise.
  • Data Security and Protection: Ensure the data managed is secure and that privacy of patient and organizational information is respected. This includes implementing security measures such as encryption, access controls, and monitoring to prevent unauthorized access and data breaches.
  • Compliance: Ensure all data-related activities comply with HIPAA, relevant laws, regulations, and organizational policies. Adhering to regular attendance and punctuality standards is also essential.
  • Continuous Learning and Improvement: Apply critical, creative, innovative, and analytical thinking for solving data-related and programming problems. This includes staying up to date with the latest technologies, trends, and best practices in data science.


EDUCATION:

  • Preferred bachelor’s degree in health-related informatics, computer science, statistics, data analytics/data science, applied mathematics, engineering, public health, or other related fields


EXPERIENCE:

  • Minimum of one year working as a data analyst, programmer, or equivalent required
  • Minimum of one year of experience using Python, SQL, or related data technologies required
  • Minimum of one year directly related experience in healthcare - health information technology, quality improvement, data analytics/data science, or information management strongly preferred


SKILLS:

  • Communication and Presentation: Excellent verbal and written skills, particularly for explaining technical concepts to non-technical stakeholders and presenting data findings required.
  • Collaboration: Ability to work with both technical and non-technical cross-functional teams in dynamic environments, ensuring data infrastructure meets organizational needs required.
  • Analytical Skills: Ability to observe, research, and interpret data to develop complex ideas and solutions for stakeholders required.
  • Programming Languages: Intermediate to advanced competency in Python or R and SQL for data manipulation, automation, and querying. Write code using an integrated development environment such as Pycharm, RStudio, Visual Studio, DataGrip, DBeaver, etc... required.
  • Project Management: Intermediate to advanced level of project management practices, methodologies, and tools (ClickUp, Microsoft Planner/Project, Smartsheet, JIRA, etc..) strongly preferred.
  • Data Orchestration: Automate, schedule, and manage the flow of data across multiple sources, systems, and applications to ensure seamless data processing, transformation, and delivery using tools such as Prefect, Windows Task Scheduler, etc... strongly preferred.
  • Version Control: Intermediate to advanced competency using Git for efficient code management and GitHub for collaboration strongly preferred.
  • Data Analytics Platforms: Familiarity with data analytical platforms such as Relevant, PowerBI, or Tableau to share reports and insights strongly preferred.
  • Microsoft Office 365: Proficiency with applications including Outlook, Word, Excel, PowerPoint, OneDrive, SharePoint, and Teams strongly preferred.
  • Electronic Health Records: Familiarity navigating Electronic Health Record systems like eClinicalWorks or EPIC strongly preferred.
  • FQHC Reporting: Familiarity with HRSA/UDS, Partnership HealthPlan QIP, CMS, PCMH, etc... reporting requirements and resources strongly preferred.
  • Database Design: Familiarity in designing databases and data modeling including diagramming with software such as Draw.io, Lucidchart, or Microsoft Visio preferred, but not required.
  • Database Management: Familiarity using Relational Database Management Systems (MSSQL and PostgreSQL) for advanced SQL querying. This includes creating and scheduling database stored procedures for maintenance, backup, and restore preferred, but not required.
  • Application Deployment: Familiarity in containerization tools such as Docker for packaging applications and Docker Compose or Kubernetes for automating deployment preferred, but not required.
  • Big Data & Cloud Technologies: Familiarity with NoSQL databases (MongoDB, Cassandra), data warehousing (Azure, AWS, Google Cloud, Snowflake), and data processing (Apache Hadoop, Apache Spark, Presto, etc...) preferred, but not required.
  • AI Technologies: Familiarity in leveraging AI technologies to address and solve complex problems. This may involve machine learning, deep learning, natural language processing, and simple algorithms preferred, but not required.


CommuniCare OLE requires pre-employment drug-testing (4-panel drug-test includes: amphetamines, cocaine, opiates, and PCP).
