What are the responsibilities and job description for the Talent and Safety Manager position at Communications Engineering Company?
SUMMARY:
Responsible for CEC's company wide and department specific onboarding, safety, HR process efficiency, and other HR Functions as assigned. This role owns these processes and is accountable for securing leadership buy-in and driving execution of CEC's safety, onboarding, and standards initiatives.
CORE RESPONSIBILITIES include, but are not limited to the following:
- Safety:
- Culture of Safety: Design and promote a safety culture that makes working safe a part of all CEC employees daily jobs. Safety Team Committee leadership to drive safe work environment.
- Safety Training: Implements safety training to ensure compliance and engagement with safety policies and practices.
- Worker's Compensation: Worker's Compensation administration including annual OSHA reporting and claim-level oversight.
- Safety Incident Management: Ensures all OSHA requirements are met. Provides accurate incident tracking and automotive claims.
- Safety Audit Process Management: Work closely with Operations Leadership and Office leadership to ensure safety audits, job site analysis, and other safety related processes are happening a the level needed to ensure a safe environment both in the field, on the road, and in our offices.
- Manage Safety Portals and Customer Safety Expectations: Partnering with sales, project management, and contracts to make sure all safety related customer requirements, contracts, and portals are up to date.
- Safety Manual and Documentation: Keep our safety manual current on all needed safety processes and procedures. Work with operations leadership to provide any SDS or other documentation needed.
- Safety Expertise: Have knowledge of OSHA standards, keep up with new regulations and ensure CEC's compliance with applicable rules and regulations.
- Onboarding:
- Post Offer- Pre Hire Process: Working with our Talent Acquisition Manager to complete the Post offer process. This includes drug screens, background checks, and any other necessary steps to finalize the hiring process.
- First Day Compliance Processes: Ensure day one compliance processes are completed including but not limited to I-9, EVerify, and State Reporting.
- First Day Success: Partner with hiring managers, IT and other needed resources to ensure that all new hires have everything they need to success day one of employment. Proactively manage time from accepted offer to their first day to keep new hires engaged and excited.
- Company Wide Onboarding: Evaluate, improve, and run company wide onboarding program weekly/as needed to make sure employees have the training needed to operate at CEC.
- Department Specific Onboarding: Work alongside department leads to build and execute on department specific onboarding programs.
- Leadership/ Management Onboarding: Work alongside HR team and ELT to build and execute a leadership/ management onboarding program for any leaders that are new to their roles or new to CEC.
- Talent Acquisition:
- Phone Screening: Partner with Talent Acquisition Manager depending on hiring workload to screen potential candidates before sending to hiring managers. Fill out interview notes and provide recommendations on fit of individuals.
- Other assistance as needed: This role may provide some support to our Talent Acquisition Manager in reviewing resumes, attending career fairs, partnering with trade schools, and more.
- Human Resources Process Administration:
- HR Processes: Assist the HR Director in documenting and improving the HR processes. Looking for ways to improve efficiency and add automation.

MINIMUM QUALIFICATIONS:
- Four year degree from an accredited college, university, or technical institution with coursework in communications or business, or substitute 2 years pertinent experience for each year of education. Two - five years of Safety specific experience with a good understanding of OSHA regulations.
- Must have a valid driver's license.

OTHER SKILLS & ABILITIES:
- PC proficiency is essential (Windows environment) and strong working knowledge of Excel is preferred.
- Previous skill, knowledge, or experience specifically in human resources is preferred.
- OSHA certification is preferred
