Job Purpose / Summary
The Public Funding Manager will be responsible for the procurement and management of public funds including, Federal, State, County, and City funds. The position will be responsible for grant research, writing, public relations, management, evaluation, and reporting. This position will provide program level support in public funding management, clearly communicate deadlines, requirements, spenddown plans, and overall grant management needs. Additionally, this person will be expected to develop and maintain relationships with public funders and coordinate with external affairs to facilitate advocacy with legislators throughout the state.
Duties and Responsibilities
Grant Management and Supervision
- Responsible for all activities related to public fund management including research, development, writing, submission, public comment and presentation, post-award management, and oversight of billing / grant spenddown for the State Office and the Affiliates.
- Responsible for procuring and managing $1.7 million annual budget awards of public funds.
- Responsible for timely grant reporting including data collection, coordinating with key staff, and compilation and submission of reports to funders.
- Directly supervise Grant Billing Clerk including facilitating regular 1 : 1 meetings, conducting regular performance reviews, provide constructive feedback and address performance issues as they arise, foster collaboration, and ensure adherence to company policies.
- Perform post-award activities including initiating and drafting subaward agreements / amendments, contracts negotiation, approval of expenditures and project set-up and entering budgets into the grant system. Will also advise stakeholders regarding project design and impact of rules and regulations.
- Monitor, schedule and prepare needs for multi-year grants. Coordinate with sub-award partners and parties to monitor current expenses and future budget projections. Proactively work with granting agencies and representatives to ensure all necessary documents and fiscal elements are in place for interim and final reporting needs.
- Collaborate with key affiliate and state office staff members to ensure all grants are executed in accordance with the grant requirements.
- Prepare project budgets and, in collaboration with the Grant Billing Clerk, review and approve backup documentation.
- Oversee all aspects of billing for public funds including the collection of supporting documents and entry into accounting system. Ensure all approvals are documented and payments are received.
- Maintain communication with key State and Affiliate staff to analyze funding needs, gaps, and opportunities.
- Develop a deep understanding of CIS of Nevada programming to effectively tell the CIS story.
