Human Resources Specialist

Organization: Community Action Center (CAC) is a community-based, non-profit, human services organization that provides and advocates for the basic needs of people and families throughout Rice County. Its programs create a robust safety net for low-income families and include food access, housing, employment services, clothing, emergency assistance, youth services, transportation, health care assistance, and more.

CAC provides drop-in resource centers where immediate response and support are available, and its thriving and abundant food shelves serve fresh, healthy, and culturally relevant food to thousands of households each year. CAC also administers multiple housing services spanning from emergency shelter to workforce housing, including ongoing support services with tenants. CAC’s Recovery Support program helps individuals who are currently using or in recovery from substance use. Partnerships with local employers allow CAC to connect individuals to job opportunities and enhance job skills, and CAC’s retail clothing store provides the entire community with access to affordable clothing.

Recognizing the effects that trauma has on individuals, families, and our society as a whole, CAC aims to reduce the impact of trauma on the lives that the organization touches by helping individuals to feel safe, connected and in control—over the course of many interpersonal interactions and in a variety of welcoming settings. Responding to the community in a trauma-responsive way is critical to the success of this position and to the mission of CAC.

CAC’s resources and staff are integral parts of their communities and include partnerships with schools, businesses, faith communities, and other organizations. This extensive local network allows CAC to pursue community-engaged solutions, prioritize partnerships, and collaborate with thousands of volunteers. Currently, we are looking for an HR Specialist to help support the community-responsive work of CAC.

Job Title: Human Resources Specialist

Reports to: Project Manager

Primary Location: Northfield

Compensation: $20-25

FLSA Status: Hourly, non-exempt

Hour Status: 20-30 hours depending on candidate availability

Job Summary: The primary role of the HR Specialist is to be responsible for various Human Resource related administrative tasks, maintaining employee records, and helping with recruitment and payroll processes. CAC has partnered with TriNet as a Professional Employee Organization (PEO). Our PEO provides the leadership, technology, compliance, and oversight of CAC’s HR system. The HR Specialist will coordinate CAC’s HR needs with our PEO and focus on the internal responsibilities of CAC. This position is well supported and supervised by CAC’s Project Manager. CAC takes pride in supporting employees with flexibility and work/life balance.

Primary Job Responsibilities: CAC’s success depends on the ability of its staff and volunteers to adjust and adapt as they meet the dynamic needs of the community. Job responsibilities include but are not limited to:

Human Resource Coordination:The primary role of this position will help manage and maintain CAC’s sophisticated HR technology platform to manage and support our growing staff of 45 employees across Rice County.

Tasks and activities include:

  • Work with CAC staff to streamline job posting and hiring process using our HR platform
  • Coordinate orientation and training sessions for new employees
  • Oversee completion of onboarding documents
  • Digitally maintain accurate and up-to-date human resource files, records, and documentation
  • Maintain the integrity and confidentiality of human resource files and records
  • Perform periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately
  • Assist in maintaining up to date employee and safety manuals

Payroll and Benefits Administration: This position will work directly with CAC’s Finance Manager to support HR related financial functions. Tasks and activities include:

  • Reviewing and submitting payroll with CAC’s PEO partner
  • Submitting and reporting benefits (retirement, PTO, etc) to CAC’s benefits partners
  • Coordinating follow up communications and tasks related to payroll and benefits

Other: This position will provide some additional support to CAC’s mission. Tasks and activities include:

  • Provide back-up support for seasonal finance/accounts payable workload
  • Gather supporting documentation for expenses (invoices, W9’s, etc)
  • Reconcile various payment systems (credit cards, online ordering, etc)
  • Organize and report properly coded income/expense documentation to CAC’s Financial Vendor
  • Other duties as assigned

General Responsibilities:

  • Promote CAC Core Value of Trauma Responsiveness in policy development and implementation as well as well-being and supportive practices for CAC employees
  • Follow all mandated reporting laws for vulnerable adults as well as child abuse and neglect
  • Attend and actively participate in regularly scheduled organization and team meetings and trainings

Work Environment and Physical Demands:While performing the duties of this job the employee is regularly required to walk, stand, bend, kneel, use hands to write, and sit for prolonged periods at a desk working on a computer. Employees are subject to a minimal noise level.

Required qualities:

  • Excellent verbal and written communication skills
  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy
  • Excellent organizational skills and attention to detail
  • Proficient with or the ability to quickly learn payroll management, human resource information system (HRIS), and similar computer applications
  • Excellent ability to multi-task and troubleshoot issues
  • Ability to work independently and as a member of a team
  • Passion for equity and social justice

Preferred qualities:

  • Exposure to payroll practices
  • Deep understanding of HR functions and best practices
  • Bachelor’s degree OR 2 years of experience in related field
  • Proficient in Google Suite and Microsoft Office (PowerPoint, Word, and Excel)

Certificates, Licenses, and Registrations:

  • Complete all required background and MVR checks

Compensation: The position is designed as a 20-30-hour/week, non-exempt position. Hourly wage will depend on experience and qualifications with a starting range $20-25/hour plus benefits. CAC provides a stipend for health care or to use however you choose.
