Community Action Partnerships of Western Nebraska (CAPWN) is a non-profit community-based health and human services organization that serves low-income, disadvantaged and those unable to meet their needs through other sources. The agency was established in 1965 and provides services to over 9,000 individuals, children and families in three main areas:
- Community Health Services: WIC, Commodity Supplemental Food, Foster Grandparents, Migrant Seasonal Head Start, and Child Development Center.
- Clinical Health Services: Primary Care, Reproductive Health, Diabetes Management, Immunizations, Migrant Health, Ryan White HIV; Behavioral Health including Counseling Services, Medication Management, Medication Assisted Treatment and Substance Use Counseling and Intensive Outpatient Services and Dental Services.
- Supportive Health Services: Family Stabilization, a Teen Outreach Program, SOAR, Youth Leadership Program, Youth Shelter and Housing Assistance Programs.

MSHS Education Manager
Areas of Responsibility: Plan, develop and implement the education objectives for infants, toddlers, and preschoolers in accordance with the Department of Health and Human Services Administration for Children, and Families (ACF) Head Start Performance Standards and Nebraska Department of Health and Human Services Childcare Licensing.
Major Duties:
- Ensure quality settings for infants, toddlers, and preschool aged children, using research-based curriculums and on-going assessments used to fidelity to meet educational standards and operate effectively.
- Monitor planning and implementations of quality practices for infants, toddlers, and preschool aged children in center-based settings, to ensure excellence through observations, verbal and written feedback, training, and provisions of resources.
- Develop and monitor a record keeping system for meeting standards and documenting outcomes for children.
- Evaluates classrooms (using the CLASS observation tool as appropriate) for the purpose of ensuring classrooms are performing at the highest level in all domains and dimensions and to provide direct feedback to staff for the purpose of professional development.
- Oversee classrooms and services at the Child Development Center. Complete timely billing, deposits, and reporting of attendance (N Focus forms).
- Promote quality-working relationships with staff, children, parents, and communities through verbal and written communication and interactions.
- Takes the lead in ensuring that child: staff ratio is maintained for the purpose of ensuring a safe environment for children in compliance with regulatory requirements and established guidelines. Maintain quality staffing to ensure effective program operations through hiring, placement, coaching, training, and evaluations.
- Monitor centers in effective use and maintenance of materials, supplies, equipment, facilities, and grounds.
- Provide training and support to site managers and education staff.
- Partner with coach to identify education teams members who would benefit from intensive support and training.
- Ensure teaching teams engage in two-way communications with parents regarding child developments, behaviors, and individual accomplishments through home visits, conferences, and other contacts.
- Participate and contribute as a member of the management team, to promote a quality program through partnerships with other managers, management team meetings, and program assessments.
- Maintain confidentiality regarding program, children and families, and staff.

- Work in a highly active program in a state of change with many interruptions and interactions.
- Some evening and weekend meetings and training, occasional out-of-town travel for training and presentations.
Physical Requirements:
- Must complete health physical upon entry to program and yearly health screenings.
- Must complete TB titer and DTAP vaccination or show proof of completion.
- Must be able to move about, getting up and down from floor play with children.
- Must be able to lift 50 lbs.
- Ability to bend, stoop, and squat.
Minimum Qualifications:
Grade 16:
- BS in Early Childhood Education or related field with 30 hours of course in Early Childhood and two-year experience in education with experience in supervision and management.
- Age 21 or above.
- Valid driver’s license with good driving record and insured vehicle available.
- Basic computer skills using Microsoft Office.
- Requires proficient levels in oral and written communications, teamwork and managing conflict, ability to recognize and delegate appropriate tasks and develop training.
Grade 17:
- Meet the minimum requirements above;
- Meet requirements above with plus five years’ experience.
Grade 18:
- Meet the minimum requirements above;
- Specialized training.
