Position Summary:
The Director of Community Services plays a vital leadership role in overseeing the Partnership’s community service operations across Morgan, Lawrence, Cullman, Marion, and Winston counties. This position is responsible for managing and guiding community services staff, Meals on Wheels & More staff, and the receptionist, while serving as the Customer Service leader in all five counties. The Director builds and strengthens partnerships with various sectors of the community to enhance the Agency’s capacity to deliver impactful family and community results. Additionally, this role acts as the primary liaison with ADECA and ensures the organization meets the performance outcomes and compliance requirements of the Community Services Block Grant (CSBG).
Key Responsibilities:
Leadership & Oversight
- Supervise and support the Family Services Managers, Community Services Resource Specialist, Receptionist, and Meals on Wheels & More staff.
- Foster a positive and collaborative team culture, ensuring staff are equipped to meet performance goals.
- Serve as the primary customer service leader for community services in all five counties.
Program Development & Compliance
- Lead the development and execution of CSBG Contract Agreements in alignment with the Community Needs Assessment and CSBG Work Plan.
- Ensure compliance with local, state, and federal regulations and grant requirements.
- Oversee data collection and reporting to demonstrate program outcomes and impact.
Partnerships & Community Engagement
- Develop and maintain formal partnerships (MOUs) with a minimum of 3-5 organizations annually, based on available funding.
- Actively engage with partners, vendors, utility/propane providers, and community groups to expand the Agency’s reach and effectiveness.
- Represent the Agency at community events, coalitions, and stakeholder meetings.
Fiscal & Administrative Management
- Prepare and present the departmental budget annually for approval.
- Monitor financial performance and ensure fiscal accountability within the department.
- Collaborate with HR to address departmental personnel issues, ensuring timely resolution (within 7 calendar days).
- Provide programmatic updates to the Board of Directors at least semi-monthly.
Key Performance Indicators:
- Partnership Development: Establish and maintain 3-5 formal partnerships annually through MOUs.
- Timely Reporting: Submit quarterly and annual reports as required by grant guidelines.
- Program Compliance: Ensure compliance with grant regulations and program guidelines.
- Budget Management: Create and present a detailed, accurate budget annually.
- HR Responsiveness: Address department HR issues within 7 calendar days.
- Board Reporting: Share program results with the Board of Directors as requested.
Qualifications & Skills:
- Education: Bachelor’s degree in social services, business administration, nonprofit management, or a related field preferred.
- Experience: Minimum of three years of supervisory experience in a Community Action Agency or comparable nonprofit setting.
- Skills & Abilities:
- Proven experience in community outreach, partnership development, and program management.
- Strong knowledge of funding sources, grant regulations, and budget oversight.
- Excellent interpersonal, communication, and presentation skills.
- Proficient in digital technology and data management systems.
- Ability to problem-solve, prioritize, and lead a team in a fast-paced environment.
- Demonstrated sensitivity and confidentiality when serving diverse client populations.
Working Conditions:
- Environment: Office-based with some travel required.
- Physical Requirements: Includes sitting, bending, turning, and twisting.
