Community Action Partnership of North Central Missouri (CAPNCM) offers a helping hand to people seeking to break the bonds of poverty. We serve as an advocate for low-income residents by strengthening communications, mutual understanding and the planning and coordination of programs designed to serve the low-income community. JOB DESCRIPTION
The Community Services & Outreach Specialist provides services to communities, families, and individuals within the Agency’s service area. This position is responsible for contracting and referring low-income people to programs operated by CAPNCM and to other community resources. This position will provide case management to individuals that request extra guidance in becoming self-sufficient. In addition to working with families this position will also be a presence in the community and form partnerships with other agencies. They will work with social services, local government, school districts, chambers of commerce, local non-profit organizations and community members to improve communities by solving conflicts, improving economic outlooks, setting goals, and creating positive change. They will act as a link between low-income families and the community.
KEY RESPONSIBILITIES
· Be an advocate for the Mission and Vision set forth by CAPNCM
· Provide assistance to families to obtain services otherwise unavailable or cope with everyday problems. Father information necessary to assess family needs and determine eligibility for community services.
· Develop and maintain files on each family entered into the program.
· Identify resources within the community capable of providing assistance to families in dealing with their problems.
· Establish and maintain effective working relationships with community partners. Mobilize other potential resources to the advantage of county program participants.
· Provide assistance to offenders that have been referred by Probation & Parole that are seeking to participate in subsidized employment.
· Provide assistance to all CAPNCM programs and departments as directed. Includes the actual delivery or facilitation of services and associated tasks.
· Establish and maintain required confidential documentation on families served, including electronic and paper records.
· Responsible for poverty simulation activities.
· Responsible for keeping simulation kits organized.
· Responsible for assisting community project activities in our region.
· Maintain effective working relationships with other agencies.
· Enhance or develop local advisory groups, at the county level, to identify the needs and resources at the local level in addressing the causes/conditions of poverty. Help guide advisory groups in developing local solutions and initiatives to address such causes/conditions.
· Responsible for collaborating with community leaders to identify potential economic development opportunities including employment opportunities, educational opportunities, financial education, and community economic growth.
· Responsible for identifying, requesting, and implementing financial resources for the support of community-based projects and initiatives.
· Responsible for establishing and maintaining effective working relationships with community partners.
· Responsible for facilitating dialog regarding poverty causes/conditions as well as community strengths/needs.
· Adhere to all agency policies and comply with funding source requirements.
· Active involvement in at least one (1) civic, education, or service group is preferred.
· Keep work area clean and neat in appearance.
· Actively pursue education and professional development training as identified by CAPNCM and the supervisor.
· Perform additional duties as assigned by the supervisor.
QUALIFICATIONS
Associate’s Degree preferred with emphasis in business or Social Service fields. High school diploma or equivalent required and two (2) years related experience and/or training or equivalent combination of education and experience.
PREFERRED SKILLS AND EXPERIENCE
· Knowledge of social service theory, methods, and practices.
· Knowledge of all social/health resources in the community with the ability to make referrals to such resources.
· Ability to establish and maintain a mutually respectful relationship with low-income community residents, co-workers, and the community at large.
· Demographic and geographic knowledge of CAPNCM’s service area.
· Ability to work effectively with local community agencies and individuals.
· Knowledge of the Community Services Block Grant Act of 1981 and the agency plan for implementation.
· Ability to follow written and oral instructions.
· Ability to lift and carry approximately 40 lbs.
· Possess a valid, current Missouri driver’s license.

SHIFT
· Full-time position, 36 hours per week, Monday-Thursday 7:30am – 5:00 pm.
