POSITION SUMMARY
Under the general supervision of the Program Manager, the incumbent will supervise assigned crew staff, monitor accurate truck inventory controls and ensure their program production/quality goals are achieved. The incumbent must also be able to work independently with minimal supervision, be computer literate, work overtime and travel as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Supervise, train, evaluate and recommend personnel action(s) as appropriate
- Assist in the disbursement of materials to the Weatherization Crews
- Oversee the Weatherization Crew truck inventory
- Ensure all contracts are performed within compliance standards
- Protect customer confidentiality
- Receive, resolve and refer customer complaints
- Prepare memos, letters and other correspondence as required
- Conduct field monitoring of Weatherization Crew’s quality/quantity of work performed
- Conduct safety meetings for assigned staff
- Check combustion appliances and carbon monoxide testing to ensure customer safety
- Attend workshops and contract meetings
- Arrive with clean uniforms and have all required equipment to perform the job.
- Conduct daily assessment of assigned crew staff to monitor the crew pre departure process to ensure that they are ready and fit for duty. Verify uniforms are clean and in good condition and that they have all required equipment to perform their jobs.
- Receive client files daily and distribute them to their crew staff; ensure that crew vehicles are clean, contain required safety equipment, program manuals and required notebooks, tools and equipment
- Perform mathematical computations
- Return to base prior to end of the work shift, to receive crew’s completed work files for final review and reconciliation with the required paperwork and inventory
- Performs other assigned duties as needed.

ABILITY TO
Work independently; supervise, assign work, monitor, evaluate and recommend personnel action for assigned staff; lift and move materials weighing up to 80 pounds; comply with established safety rules and procedures; read a map; safely drive vehicles to work locations throughout San Bernardino County in accordance with California Vehicle Code; follow oral and written instructions; complete client related forms, files and documents in a complete and timely manner; proficiently operate standard office equipment, including computer hardware and software applications associated with performance of assigned work (i.e., MS Word, MS Excel, MS Outlook, and Web Browsers); be available to stay overnight on out-of-town assignments and work on weekends and overtime when requested in advance.
MINIMUM EDUCATION AND EXPERIENCE
- High school graduation or equivalent.
- Two (2) years of responsible supervisory experience in the areas of Weatherization, construction or housing rehabilitation.
- Three (3) years of experience performing weatherization, construction or housing rehabilitation duties.
- Possess basic weatherization, blower door, duct blaster and CAS certification.
- Ability to install household appliances, Hot water heater, furnaces (FAU, wall furnace, floor furnace etc.,) evaporative cooler, air conditioning systems, coil, condenser, window A/C etc.,)
SUBSTITUTIONS
- Eighteen (18) months of additional qualifying work experience may substitute high school diploma or GED.
DESIRABLE QUALIFICATIONS
- EPA 608 universal certificate
- Other appliance repair or technical certifications
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
Position requires constant standing, walking, twisting, and bending; operation of hand/foot controls or repetitive hand/foot movement; work on rough, uneven, rocky or slippery surfaces; use of specialized protective equipment, clothing or respirator; work around equipment and machinery; expose to noise, dust, gas or toxic materials; work at heights and confined spaces for up to 3-6 hours. Exposure to extremes temperature, humidity, and wetness. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Must be able to lift objects weighing up to 80 pounds.

LICENSE AND PERSONAL VEHICLE
Must possess and maintain a valid California Driver License, be insurable and have/maintain a good driving record throughout the course of employment. In addition, applicant must have access to a dependable vehicle and maintain state mandated personal automobile insurance coverage throughout the course of employment. Employees receive reimbursement per mile for use of his/her personal vehicle for business purposes (excluding driving from home and to work) based on the approved IRS mileage rate.
SPECIAL REQUIREMENTS
Applicants considered for an interview must submit a Department of Motor Vehicle (DMV) Driving Report (dated within previous 90 calendar days) upon request from the CAPSBC Operations/Human Resources Division. An unacceptable DMV Driving Report will result in no further consideration for the position applied for.
