Job Title : Fuel and Electric Assistance Manager

Program / Dept. : Energy Services

Reports To : Housing and Revitalization Director

Status : Regular / Full Time / Exempt

Probationary Period : Ninety (90) days

Work Schedule : 40 hours / week

GENERAL DESCRIPTION

The Fuel and Electric Assistance Manager, reporting to the Housing and Revitalization Director, oversees the day-to-day operations of the Fuel and Electric Assistance Program. This includes managing program planning, implementation, monitoring, and reporting. The role is responsible for developing and maintaining procedures to efficiently process and certify applications, communicating with clients and vendors, organize program records, and gather data for reporting purposes. The Manager directly supervises outreach offices, full-time, and seasonal staff, ensuring operational oversight and compliance with contract requirements. Ultimately, the Manager is responsible for delivering high-quality services to families and individuals. This position offers the opportunity to contribute to impactful community programs while ensuring operational efficiency, compliance, and client satisfaction.

EDUCATION and / or EXPERIENCE :

  • Minimum of an associate’s degree in business, social services or related field with a minimum of 5 years direct supervision and management experience. Bachelor’s degree in business, social services or related field with 3-5 years direct supervision and management experience. Previous social services experience preferred. 3-5 years relevant experience working within the Fuel Assistance Program may be considered in lieu of a degree.
  • Strong computer skills, including proficiency in Microsoft Office products and ability to quickly learn program-specific software programs.
  • Ability to create and maintain databases as well as generate reports that comply with agency and contract requirements.
  • Knowledge of or ability to quickly learn rules and regulations associated with the fuel, electrical and emergency services.
  • Ability to demonstrate creativity, resourcefulness, and professionalism in the workplace.

Key Responsibilities :

  • Oversee the planning, execution, monitoring, and reporting of the FAP (Fuel Assistance Program) and EAP (Electric Assistance Program).
  • Ensure the consistency and effectiveness of the programs, maintaining positive communication and satisfaction between staff and clients.
  • Supervise both employees and volunteers, coordinating staff schedules (full-time and seasonal) based on program needs.
  • Assist with managing program-specific contracts, grant applications, and budgets, ensuring compliance with all regulations.
  • Conduct continuous monitoring to ensure program compliance with relevant funding streams and organizational policies.
  • Review both electronic and physical program documentation to ensure accurate and complete service records.
  • Provide timely support to clients, including referring them to additional services, conducting needs assessments, and addressing complaints.
  • Guide the energy services team in aligning their work with the broader agency strategic plan, particularly the implementation of coordinated service delivery.
  • Identify and report on potential funding opportunities from federal, state, local, and private sources to support departmental objectives.
  • Contribute to determining organizational policies related to participant eligibility, program requirements, and benefits.
  • Assist in the preparation and maintenance of key reports and records, such as weekly reimbursement requests, training materials, and monthly reports to the Housing and Revitalization Director.
  • Serve as a resource for agency staff and other community organizations, providing guidance on the interpretation of federal, state, and local regulations related to Energy Services programming.
  • Represent the agency by speaking to community groups about the agency’s programs, objectives, and policies.
  • Monitor relevant legislation, regulations, and policy changes, assessing potential impacts on services and communicating findings to the Housing and Revitalization Director.
  • Represent the agency at local, state, and national meetings as required.
  • Foster relationships with community organizations and agencies to ensure the delivery of comprehensive services without duplication.
  • Flexibility to work varied hours as needed to meet program demands.
  • Perform additional duties as assigned.

  • EMPLOYMENT SCREENING

    Valid Driver's License and insured vehicle (100 / 300 minimum coverage) for use on the job or acceptable alternative, driving record check, criminal record check, randomized drug screening.

    Head Start, Early Head Start, Childcare, and Home Visiting Programs are also subject to the following : Head Start and childcare licensing requires a criminal record check and finger printing to be completed prior to employment. An initial physical examination record, including a TB screening must be obtained within 60 days of hire, updated every three years and kept on file with Human Resources. If a TB screening indicates high risk, results of a TB test must be kept on file including any treatment received. An initial driving record check will be conducted. License information will also be submitted to the agency’s automobile insurance carrier.
