Position Description

The goal of the Family Empowerment Administrator (FEA) to provide leadership, support, and ongoing monitoring for the execution of family services and ERSEA across GETCAP Head Start and Early Head Start locations and partnership sites in accordance with all federal and state funding source requirements.

Responsible for the development, implementation, and assessment of systems and practices to support the growth and development of staff to support family outcomes for all families as measured by the adopted Parent, Family, and Community Engagement goals.

Responsible for oversight of eligibility, recruitment, selection, enrollment, and attendance in accordance with the Head Start Program Performance Standards, Texas Child Care Licensing standards, and state education requirements.

Responsible for the oversight of the program's volunteer services.

Responsible for the development, training, implementation, and monitoring of all policies, procedures, and practices required for the successful execution of the Family Services, ERSEA, and Volunteer service areas.

Responsible for the management and record-keeping of the adopted family data system.

Communication

Job Summary Key Accountabilities and Responsibilities:

  • Develops, implements, and adheres to an ongoing and scheduled system of communication with director, leadership team, program governance, and all stakeholders on topics and data that impact the GETCAP Program’s:
  • Eligibility, Recruitment, Selection, Enrollment, and Attendance of children and families.
  • Family Services including Family Partnership Agreements and outcomes
  • Community Partnerships to support services to children and families

Volunteer Services and Inkind needed to meet the non-federal share requirements as outline by Head Start Program Performance Standards.

Essential Duties

  • Apply knowledge of parent, family, and community engagement and works in partnership with all other content areas (Early Childhood Education, Disabilities/Mental Health, Nutrition, Health, and Administration) to plan program systems, plan and provide training to staff and families, and monitor for compliance.
  • Develop, administer, and implement processes, plans, policies, and procedures for all aspects of family engagement, ERSEA, and Texas state/federal program requirements for childcare and HS/EHS programs in the related service area.
  • Develop, administer, and implement training and professional development plans to support family services staff in their ability to develop and maintain collaborative partnerships with parents.
  • Ensure the delivery and coordination of needed social services to each family through referral or direct services, review, and update, as necessary.
  • Establish ongoing monitoring systems to ensure all federal, state, and local mandates are met for all assigned service areas.
  • Provide regular updates to the Director, Program Governance, and stakeholders as required by federal, state, and local mandates.

Program Design

Family Empowerment Administrator will:

  • Lead and collaborate with management team and stakeholders on program development,

quality improvement, ongoing monitoring, and reporting.

  • Lead and collaborate with management team and stakeholders to ensure best practices assuring state and federal regulations/standards.
  • Lead and collaborate with management team to support resources for Family Services and ERSEA staff to support EHS/HS centers and partnership sites.
  • Lead and collaborate with management team to support resources required to ensure the safe operations of centers, EHS/HS classrooms, and partnership sites.
  • Works with program management on program development, quality and evaluation.
  • Organizes and assists in purchasing and monitoring of materials and equipment to support high-quality parent, family, community engagement, volunteer, and ERSEA services.

Family Engagement And ERSEA Services

  • Provide case consultation and crisis intervention supervision, coordinate referrals to outside agencies, and assure principles of case management and integration of services are applied throughout service-delivery options to families.
  • Participate in selection and training of Family Services and ERSEA staff.
  • Supervise and evaluate Family Services and ERSEA staff and community volunteers.
  • Provide regular support and ongoing monitoring of Family Services and ERSEA staff as required by federal, state, and local mandates.
  • Serve as a liaison between Head Start/Early Head Start and other community programs providing services to low-income families.
  • Plan, support and provide opportunities for parents to become involved in program activities; assist all center-based staff to establish and support Parent Committees as defined in the Head Start Performance Standards; monitor, evaluate, and recommend improvements to parent activities.
  • Promote leadership skills and abilities of parents and maintain record of parent involvement requirements including parent orientation and training.
  • Refer families to community agencies/programs; assess accessibility, relevance, and usefulness of assistance.
  • Maintain calendar of parent and community events.
  • Facilitate completion or update of the Community Assessment.
  • Maintain a current Parent Handbook, Community Resource Book and Volunteer handbook.
  • Promote leadership skills and abilities of parents and maintain record of parent involvement requirements including parent orientation and training.
  • Refer families to community agencies/programs; assess accessibility, relevance, and usefulness of assistance.
  • Maintain calendar of parent and community events.
  • Facilitate completion or update of the Community Assessment.
  • Maintain a current Parent Handbook, Community Resource Book and Volunteer handbook.
  • Maintain accurate records and documentation (e.g., meeting minutes, plan, training, sign-in sheet, and PC members' eligibility paperwork).
  • Ensure the elected Policy Council representative and alternate for the assigned center site(s) are in attendance for the Program's Policy Council monthly meeting
