POSITION SUMMARY:


The Fuel Assistance Program Manager is responsible for the day-to-day operations and management duties of the Fuel Assistance program in the Energy Department. This position assists in the planning, implementation, monitoring, and fiscal reporting of the Fuel Assistance Program (FAP). It provides operational management support for office functions in admin and at local centers, including applications, certifications, interaction with participant and vendor inquiries, preparation and maintenance of record keeping systems, and collection of data statistics for all programs for funding requests and reports. Coordinates the paperwork and flow of information to participants, Area Resource Center staff and other programs in the Agency.


POSITION RESPONSIBILITES: 

  •  Assists in the planning, implementation, monitoring and fiscal reporting of the Fuel Assistance Program (FAP).
  •  Works closely with the agency Fiscal Department and understands agency fiscal policies and procedures, responsible for the FAP fiscal invoice payment process and procedure. 
  •  Prepares required FAP statistical and other reports, as prescribed by FAP requirements.
  •  Maintains knowledge of federal, state and agency policies and procedures. Provides FAP Program information, modifications and procedure manual information directed from DOE to Intake, Certifier(s) and program assistants. 
  •  Reviews, processes and assists with the following:

     -Weekly fiscal reimbursement processing;

     -Weekly FAP utility transmission errors; 

     -Certification and processing of incoming FAP/EAP applications to include vendor and client notification;

     -FAP client and/or vendor address changes.

  •  Issuance, maintenance and follow up of FAP program vendor contracts and fiscal procedures. 
  •  Answers FAP/EAP office telephone calls, resolves questions, and/or transfers to appropriate FAP/EAP staff person for resolution. Follows-up when necessary.
  •  Maintains FAP/EAP applications and supporting documentation in an organized, accessible manner for monitoring and auditing purposes.
  •  Assists with department communications and coordinates services to/for Agency program directors.
  •  Represents the department and/or Agency at community events to provide information about the Energy Department and other Agency programs.
  •  Has working knowledge and ability to perform other departmental positions.
  •  Ensures the flow of information from administrative office to the field staff on a timely basis.

  •  Communicate proactively with the supervisor regarding workflow, problems, suggestions, etc.
  •  Contribute to a positive, team-oriented work environment; and attend team and staff meetings as scheduled.
  •  Be punctual for scheduled work, use time appropriately, and complete work in a timely fashion with minimal errors.

Requirements

MINIMUM QUALIFICATIONS:


Experience:

  •  Three years of prior related experience, including supervisory experience, preferred.
  •  Ability to communicate effectively with people of varying economic, cultural and educational backgrounds.
  •  Ability to use office software applications and computer.
  •  Ability to accept direction and work independently.
  •  General office and organizational skills (phone, filing, information processing).
  •  Ability to multitask in a busy office environment.


Education:

  •  Associate's degree in Human Services, Accounting, or related field.


License/Certification:

  •  Successful completion of criminal record check.
  •  Valid driver’s license with access to reliable transportation for required travel.
