Summary/Objective

Under the direction of the Contractor Relations Manager, the Quality Control Inspector accurately compiles information about residential structures for inspections, including, but not limited to, construction type, dimensions of building, spaces within the building, and types of building components. Evaluates existing baseload, conducts indoor air quality tests, confirms the results of building diagnostic testing protocols. Analyzes final test results and confirms appropriate energy conservation measures and retrofits are accurately allocated by the Energy Auditor and correctly implemented by the contractor, according to the regulations of the Illinois Home Weatherization Assistance Program (IHWAP). Follows all health and safety requirements to protect client and staff wellbeing. This position routinely handles sensitive and/or confidential information and will represent CEDA in a variety of capacities. Must demonstrate good judgment, an ability to be approachable and professional, with solid problem-solving skills, and an ability to be self-motivated, well organized, while maintaining strict confidentiality.

Essential Functions

  • Understand and comply with all IHWAP and CEDA regulations, policies and procedures
  • Compile, categorize, calculate, and tabulate diagnostic results and data collected during the Energy auditing process, including visual/sensory inspections, evaluating pass/fail of weatherization work, customer satisfaction, and post work diagnostic tests.
  • Accurately compiles measurements and inputs data into energy modeling software.
  • Analyzes energy software results and confirms the accuracy of all inputs and energy conservation measures and retrofits in the scope of work.
  • Accurately completes all required documentation, primarily in electronic format, including but not limited to: Time records, fuel receipts, final inspection inputs, change orders, rework / callback, re-inspections, while ensuring the appropriate flow of information through multiple data systems.
  • Maintains Building Performance Institute (BPI) Continuing Education Unit (CEU) requirements for certifications, while remaining educated on the industry: standards, advancements, protocols, procedures, and technology.
  • Must have the ability to respond positively to strict production goals and timelines, while working well independently and in a group setting to achieve desired outcomes.
  • Identifies health and safety concerns throughout the weatherization process to protect the health and safety of the client, the home, the contractors and CEDA staff.
  • Other duties as assigned.

Knowledge, Skills, and Abilities

  • Experience working in construction, energy efficiency, HVAC, building maintenance, and activities requiring state/federal compliance, with on-the-job experience preferred.
  • Must possess the ability to communicate clearly, professionally, verbally and in writing.
  • Solid decision making and analytical abilities.
  • Highly developed sense of integrity and commitment to customer satisfaction.
  • Ability to analyze problems and determine solutions using creative problem-solving skills
  • Maintain high level of organization and ability to understand new technologies quickly.
  • Must be self-disciplined, showing initiative and displaying good judgment.
  • Experience gathering and analyzing quantitative and qualitative performance data.
  • Positive interpersonal skills to effectively collaborate with various stakeholders.
  • Ability to work effectively with a positive attitude in a environment and represent CEDA professionally.
  • Technology savvy, including but not limited to Microsoft Office Suite (e.g. Word, Excel, Teams, SharePoint, Outlook), energy modeling software, handheld devices.


Supervisory Responsibility

This position has no supervisory responsibilities.


Work Environment

This job operates about 75 percent of the time in the community conducting on-site work. The work conditions may vary as the time of year delivers varying weather conditions (extreme heat, high humidity, damp, wet, and extreme cold). This role requires the use of standard equipment such as: Gas Sniffers, Combustion Analyzers, Infrared Cameras, and Cameras, Manometers, Blower Doors and hand tools, tablets, computers, and phones.

While performing the duties of this job, the employee is occasionally required to stand; walk; sit; kneel; bend; crawl; climb ladders; carry equipment; use hands to finger, handle, or feel objects and use equipment, tools and other materials; reach with hands and arms; frequent input data into a computer system device, repetitive motion; balance; or stoop; crawl; work in small areas; hearing/talking on the telephone and in person. The employee must occasionally lift or move up to 50 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.


Expected Hours of Work/Travel

This is a support level position requiring the exercise of discretion and judgment and is required to work a full-time work week, as designated by the CEDA Employee Handbook, with periodic longer hours, including potential evenings, weekends, and odd hours. Frequent travel of distance is required, especially suburban Cook County. Other travel of distance may be required. Must possess and maintain an applicable Illinois Driver License, clean driving record, and Auto Insurance that meets the State requirement.


Required Education and Experience

  • High school graduate or equivalent (GED)
  • Must have a valid driver’s license, clean driving record, and auto insurance that meets State requirements.
  • Must be BPI/HEP Energy Auditor certified.
  • Must be certified by the State of Illinois or become certified after participating in training given by the State of Illinois and CEDA within one year of employment.


Additional Eligibility Qualifications

  • Hands-on construction field experience working with energy modeling software.
  • Knowledge of standards as it applies in the following areas: construction, architecture, electrical systems, mechanical systems, energy, and facilities, HVAC, OSHA, EPA, NFPA, ASHRAE, ADA, ERP and QA/QC IECC.
  • Experience with Weatherization process, IHWAP and US DOE rules and requirements;
  • Related Building Performance Certifications and Experience.
