POSITION OBJECTIVE : Under the direction of the Executive Director of Licensing, the supervisor is responsible for supervision and monitoring of the work and staff within the Licensing Team. The Supervisor will ensure the successful completion of the levels of relicensure homes studies and applications, promoting compliance with all licensing requirements. The Supervisor will; ensure that foster parents receive timely support in response to identified needs, quarterly visit to foster homes are being time regularly and timely, participate in foster home retention activities and strategies, monitor identified issues with foster homes.

ESSENTIAL FUNCTIONS :

  • Monitor and supervise Licensing staff including tasks specific to eligibility and regulatory tasks for levels of licensure.
  • Partner, Support and Coordinate with foster parent recruitment and training to ensure compliance for all licensing standards in the completion of the Level 2 & 5 licensing.
  • Assist the Executive Director of Licensing with problem resolution and continuing quality improvement.
  • Assist peer Licensing Supervisors with the monitoring and approval of data collection, regulatory and eligibility activities, as needed
  • Facilitate routine staff (one on one) and team meetings
  • Receives caregiver and CMA calls, log any complaints, respond to requests or assistance in a timely an effective manner
  • Establish and maintain effective mechanisms to promote timely problem identification and resolution.
  • Participate in Institutional, Foster Care Referral, and Corrective Action Plan staffings.
  • Enhance skills of Licensing Coordinators to support foster parents in addressing issues in a professional supportive manner as well as providing general support to address their needs.
  • Ensure Argos and FSFN data is up to date.
  • Assess foster parent’s skill level and work with the training team to coordinate foster parent in-service trainings. Participate as a member of the Licensing Leadership Team in creating and carrying out strategies for continuous improvement.
  • Establish and maintain ongoing quality improvement activity to monitor services and ensure they are delivered in an effective and efficient manner.
  • Establish and maintain effective mechanisms such as maintain documented team process and scorecards, to monitor workload standards, service goals and priorities
  • Conduct licensing file packet review for processing and issuance of license by DCF.
  • Conduct quality assurance reviews of licensing files on an established standard timeline & document findings.
  • Partner with CMAs and County Operations to ensure support and compliance throughout the licensure process. Examples include, trainings, one-on-one assistance, or meetings.
  • Monitor licensing submission and ensure standard are met for code requirements, licensing expiration and DCF submission on a monthly basis.
  • Participate in DCF licensing reviews and other applicable monitoring such as Embrace Families Federal funding monitoring reviews.
  • Participates in creation and annual reviews of Unit Policy and Procedure Manuals to ensure all policy and procedures reflect current state, federal and system of care requirements.
  • Participates in the agency strategic plan & quality improvement processes
  • Ability to safely & successfully perform essential job functions consistent with the ADA, FMLA, & other federal, state, & local standards, including meeting qualitative & quantitative productivity standards.
  • Ability to maintain reasonably regular, punctual attendance consistent with ADA, FMLA & other federal, state, & local standards
  • Ability to comply with all personnel policies & procedures

    QUALIFICATIONS : REQUIRED :

  • Bachelor’s degree and at least 3 years of child welfare experience, minimum 2 years in child placing licensing or appropriate knowledge of licensing and regulatory standards.
  • Florida Child Welfare Certification
  • PREFERRED :

  • Supervisory experience
  • Knowledge of the current System of Care
  • Knowledge of state SACWIS / CCWIS systems; FSFN
  • SKILLS : REQUIRED :

  • Ability to understand and interpret statute, administrative code and operating procedure
  • Strong computer, analytic and research skills
  • Effective verbal and written skills
  • Good organizational skills
  • Ability to work independently and in a team environment
  • Ability to develop and utilize tracking mechanisms

  • Demonstrate cultural and linguistic competence & sensitivity to population served
  • Ability to travel
  • SPECIAL CONDITIONS :

  • Thorough Background Screening upon hire including FBI, FDLE, Local Law check, Employment Reference check, DMV check, Criminal Records check, Social Security Trace & Drug Screening. FDLE check will be run at least every 5 years.
  • On-call assignments- YES
  • Travel- local : 10% per week, long-distance : 5% per month
