We would like to welcome into our executive team a Chief Medical Officer who can integrate into the leadership values and behaviors of the Community Clinic of Maui, Inc. dba Malama I Ke Ola Health Center (CCM). Since it began in 1993, CCM has functioned as the FQHC that services all of the island of Maui apart from Hana. 

Over the last decade, we have been making an intentional journey toward system transformation via a commitment to process improvement, distributive leadership, trauma-informed management, and people-centered design. To continue that journey, we are looking specifically for an executive team member who can demonstrate, beyond technical competence, the following:

PRIMARY FUNCTION: Functions as a strategic member of the executive team of the Community Clinic of Maui, Inc. dba Malama I Ke Ola Health Center. Works to grow organizational capacity in order to meet current healthcare trends, the needs of the community of Maui, and regulatory requirements of the state and federal government. Provides complete, comprehensive, and trauma-informed outpatient medical care to an assigned panel of patients.

POSITION SUPERVISES: Medical Providers, Dental Director, Clinical Operations and Quality Director, and Administrative Services Coordinator.

REPORTS TO: Chief Executive Officer (CEO)

Overview of role and requirements:

The Chief Medical Officer (CMO) of the Community Clinic of Maui will:

  • Serve as a member of the executive team (C-Suite)
  • Hold supervisory responsibility of the medical and dental providers
  • Oversee recruiting and onboarding of medical and dental providers
  • Demonstrate high degree of technical knowledge, skills, and abilities in Quality Improvement methodology.
  • Develop and oversee the Quality Improvement, Quality Assurance, and Risk Management Program.
  • Oversee Clinical Operations.
  • Serve as a change agent to grow organizational capacity towards Population Health and Value Based Care.
  • Champion and operationalize Team Based Care, Trauma Informed Care, and Patient Centered Medical Home.
  • Create or oversee creation of workforce development programs for incumbent staff and trainees to increase organizational capacity to serve the community.
  • Provide complete, comprehensive, and trauma-informed outpatient medical care to an assigned panel of patients.

 ESSENTIAL DUTIES AND FUNCTIONS

 A. PARTNERS WITH EXECUTIVE TEAM TO ALIGN ORGANIZATIONAL STRATEGY, SYSTEMS, AND CULTURE

  • Will require a level of high proficiency or expertise in
  1. FQHC Regulatory and Accreditation Requirements
  2. Relevant state and national health policy (FQHC context)
  3. Major Healthcare Trends
  4. Organizational and Systems Thinking
  5. Change Management
  • Partners with the CEO and executive team to develop strategies and supportive systems to meet the needs of the community of Maui and empower the staff to do so.

 B. SUPERVISORY RESPONSIBILITY

  • Will have final responsibility for oversight of licensed independent providers (LIPs) in the medical– Adult Medicine, OBGYN, Pediatrics, and Psychiatry - and dental departments at all clinic sites. These include physicians, nurse practitioners, certified nurse midwives, dentists, and dental hygienists.
  • Oversight will include:
    1. Provider appointment and reappointment activities including overseeing credentialing and privileging processes of providers for approval by the Board of Directors.
    2. Ensuring and educating LIPs on organizational policies and procedures, as well as rules and regulations unique to FQHC context.
    3. Ensure access to education about key organizational initiatives, as well as mandatory regulatory and accreditation requirements of the organization.
    4. Oversight of clinical committee functions.
    5. Ensuring all LIPs demonstrate commitment to professional and respectful conduct to their colleagues, co-workers, and patients in a trauma-informed manner.
  • Serves an example of the following leadership and primary care best practices for:
    1. Team Based Care
    2. Trauma Informed Care
    3. Harm Reduction
    4. Population Health
    5. Process Improvement

 C. RECRUITMENT and ONBOARDING

  • Will require at least an advanced beginner level in
    1. Workplace Discrimination Laws
    2. Wage and Hour Laws & Employee Benefits Laws
    3. Workplace Safety Laws
  • Continually develops the recruitment and onboarding policy, procedures, and strategy in conjunction with HR, to align with organizational strategic priorities.
  • Will work with the HR department on recruitment and selection of medical and dental providers with a focus on organizational fit and high-quality care.
  • Will ensure job descriptions for medical providers are current and aligned to the strategic direction of the organization and the needs of the community.
  • Will ensure onboarding of new medical and dental providers.

D. QUALITY ASSURANCE AND QUALITY IMPROVEMENT

  • Will require a level of high proficiency or expertise in
  1. Process Improvement Methodology
  2. Quality Assurance Methodology
  3. Risk Analysis and Risk Management
  4. Environment of Care and Infection Control
  5. Quality Metrics and Implementation for HRSA UDS, NCQA PCMH, and HEDIS
  • Will require at least an advanced beginner level in
    1. Data analytics
  • Will be responsible for developing, updating and running the organizational quality and risk program and policies.
  • Will directly oversee and provide guidance and training for the Clinical Operations and Quality Director role in the areas of quality improvement, quality assurance, and risk management.
  • Will submit an updated annual quality and risk management plan based on HRSA UDS and NCQA PCMH for approval by the Board of Directors.
  • Oversee clinical requirements and peer review activities to meet FTCA requirements.
  • Oversee preparation and represent organizational performance in this area during the HRSA Operational Site Visit (OSV).

 E. RISK MANAGEMENT

  • Will require a level of high proficiency or expertise in
  1. Risk Analysis and Risk Management Methodology
  • Will serve as the Claims Management liaison for the CEO to ensure timely communication related to patient claims against providers and/or the organization with necessary parties including health center legal counsel and the HHS OGC. Will ensure updated litigation holds related to patient claims.
  • Will lead relevant staff in the risk analysis of various categories of adverse events in clinical care as well as clinical operations, as well as creating risk mitigation responses.
  • Oversee preparation and represent organizational performance in this area during the HRSA Operational Site Visit (OSV).

 F. POPULATION HEALTH AND VALUE BASED CARE

  • Will require a level of high proficiency or expertise in
    1. Population Health methodology
    2. Value Based Care
    3. Risk Stratification
  • Will require an advanced beginner level in
    1. Payment Transformation
    2. Health Information Technology
    3. HIPAA
    4. Relevant state and national health policy as applies to FQHCs
  • Will demonstrate an understanding of information systems and HIT to support the organization’s growing strategic priority of population management.
  • Leads clinical staff development and transformation to support the enhancement of population health for community of Maui.
  • Leads clinical staff development and transformation to support the shift to value based models of care.
  • Create and lead development of coordinated care delivery models.

 G. TEAM-BASED and PATIENT-CENTERED OUTPATIENT CARE

  • Will require a level of high proficiency or expertise in
    1. Team Based Care
    2. Patient Centered Medical Home (NCQA standards)
  • Champion and transform staff workflows and culture towards team-based care.

 H. TRAUMA INFORMED CARE

  • Will require a level of high proficiency in
    1. Trauma Informed Care principles (SAMHSA)
    2. Champion Trauma Informed Care behavior and training for staff.
    3. Champion incorporation of Trauma Informed Care principles into organizational strategy, structure, and culture.

 I. CLINICAL OPERATIONS

  • Will require a level of high proficiency in
    1. Project Management
    2. Environment of Care and Infection Control
    3. Patient Access and Patient Experience Metrics
    4. Clinical Productivity, Staffing Optimization, and Departmental Budgets
  • Will directly oversee and provide guidance and training for the Clinical Operations and Quality Director role for optimization of clinical operations.

 J. WORKFORCE DEVELOPMENT

  • Will champion, develop, or oversee development in the organization of incumbent staff including:
    1. Clinical Staff Development Program
    2. Leadership development program for managers and directors
  • Champion, strategically develop, or oversee development of training partnerships for trainees in key areas of the organization e.g., medical, nursing, dental, behavioral health, and other key roles.

K. CLINICAL ROLE

  • Provides complete, comprehensive, and trauma-informed outpatient medical care to patients.
  • Maintains timely completion of patient encounters with exemplary clinical workflows.
  • Serves as an example of knowledge, skills, and abilities in the leadership areas described above.

 L. GENERAL EXPECTATIONS

  • Understands and commits to the mission, vision, and values of the Community Clinic of Maui.
  • Adheres to the Community Clinic of Maui's policies and procedures.
  • Maintains effective work relationships with clinic personnel and the public.
  • Actively participates in departmental and organizational meetings.
  • Commits to treating all co-workers and patients with respect and understands that the organization has zero-tolerance for workplace violence.

QUALIFICATIONS

Education and Licensure:
•    Graduate of an accredited school of allopathic or osteopathic medicine.  
•    Must be Board Eligible/Board Certified in Family Medicine or Internal Medicine due to the following strategic considerations:
•    the majority of medical patients served by the clinic are adults with chronic illness
•    the majority of clinical outcomes and process improvement expectations focused on by HRSA are based on adults with chronic illness
•    payment transformation and value based care expectations by health plans are largely focused on adults with chronic illnesses
•    Current license to practice medicine in the State of Hawaii. 
•    BLS (Basic Life Support) certification course.  
•    DEA and NED
•    TB clearance within previous 12 months, annually thereafter

Experience: 
•    At least five years’ clinical experience and three years’ management experience, preferably in FQHCs. 

Skills/Competencies:
•    Computer literacy: Ability to understand and operate necessary computer equipment and software programs.
•    Electronic Health Records competence
•    Ability to perform a dual role as both a C-Suite Chief Medical Officer at 50% and an Adult Medical Provider serving patients at 50%.

 REPORTING RELATIONSHIPS

The Chief Medical Officer reports to the Chief Executive Officer.
