Job Purpose: This position reports to the Vice President for Facilities Management and assists with providing leadership for, and coordination of, College Facilities management primarily through oversight of the four (4) Directors of Facilities across the College and collaboration within CCAC Facilities with the other various Directors and Managers within the Department, including the Business Manager, Director of Energy and Sustainability and Director of Environmental Health and Safety. In addition to direct College Facilities management, the AVP will be responsible for assigned activities in related Facilities areas across college campuses, centers, departments, and outside agencies. The position oversees, or assists with oversight of, the planning, direction, and management of operational and budgetary activities of the Facilities Management.
Minimum Requirements:
Education: Bachelor's degree required in engineering, architecture or a related degree in the construction/facilities industry from an accredited college or university.
Experience: A minimum of eight years of progressively responsible management experience in various levels of Facilities Services, Construction, College Administration, or similar work environment. Practical experience with accounting and finance rules and regulations as mandated by federal and state agencies.
Hands-on experience with:
- Mechanical, electrical and HVAC systems (operations and design);
- CMMS, BMS and other facilities controls systems;
- Housekeeping, maintenance and grounds management;
- Energy management/efficiency, utility systems and efficiencies;
- Sustainable/environmental operational approaches to overall college facilities management;
- Environmental Health & Safety;
- Integrated pest management;
- Property, space management and lease negotiations;
- Minor construction, renovations and alterations;

Budgeting, funding, grants.Licensure, certification, registration or other requirements: Engineering license preferred.

Expert knowledge of facility management principles and practices.
Essential Duties and Responsibilities:
1. Oversees planning of, and direction for, college-wide work plans for all facilities services operations. Works collaboratively with Directors of Facilities and other campus leaders to assess and complete work activities.2. Working with Directors of Facilities and others in the College, oversees operations and maintenance of College building systems such as electrical, HVAC, fire alarm systems, fire suppression systems, boilers, controls, elevators, etc, to assure that the College is in compliance and that all required certificates and maintenance records are maintained electronically in a central location.3. Oversees and assures compliance with a thorough preventive maintenance program across the College.4. Supervises the development and administration of certain Facilities operational budgets. Monitors and approves expenditures as necessary for certain Facilities operational budgets as directed.5. Oversees implementation of, and maintains, a cloud-based asset management and facilities work order system. (System development currently in progress.)6. Assures that all College facilities are maintained in the best possible working order and that facilities are safe and code compliant at all times.7. Develops, plans, and participates in the implementation of departmental and college-wide goals; initiates and recommends actions to accomplish these objectives.8. Participates in strategic planning and goals setting activities; Supports college wide sustainability goals and projects.9. Coordinates college-wide activities with the campuses, centers, departments, and outside agencies.10. In collaboration with the Purchasing Department and others involved in various areas of Facilities Management, develops RFPs, bids, contracts, and proposals for facilities related services.11. Analyzes problems and trouble shoots to identify alternative solutions; implements recommendations to accomplish desired results.12. Supports professional development for the Directors of Facilities and their staff; Assures that all Facilities staff (Directors, Maintenance and Custodial) are provided essential training in OSHA, Hazardous Materials and other areas that may be deemed critical for their respective roles at CCAC.13. Assumes leadership in the absence of VP of Facilities.14. Performs other duties as assigned or as required.Supplemental Functions: - (50%) Daily oversight of College Facilities Management operations and maintenance, specifically work of the (4) Directors of Facilities.
- (25%) Fiscal management of daily operations and maintenance of the College.

(25%) Strategic planning for optimal use and functionality for all College facilities aligned with the College's Strategic Plan.

The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
