General Summary : Reporting to the President, the Director of Accounting & Finance provides leadership and administration of the business operations and services with responsibility for directing all aspects of the bursar and business office functions and services, budget management, financial analysis and reporting, overseeing contracted services, and monitoring grant allocations and compliance. Principal Duties and Responsibilities :

Advises the President on all financial matters and serves as member of the President’s Cabinet and Senior Leadership Team responsible for strategic planning, fiscal management, policy setting, and labor / employee relations. Works with the President in assessing organizational performance against annual budget and business goals.

Directs all aspects of the College’s business operations including supervising the bursar and business office operations (e.g. purchasing, inventory management, accounts payable, billing, accounts receivables, grants and contracts) and provides direct supervision of business staff, including scheduling work, reviewing work for accuracy, performance appraisal, recruitment and training and development.

Manages all contracted services including monitoring performance against agreed-upon service levels, overseeing contract changes, mitigating risks, ensuring compliance with contract stipulations, maintaining communication with vendors, and addressing any issues that may arise. Works with the CCSNH Purchasing Manager in the negotiation and securing of vendor agreements for outsourced services.

Performs various accounting functions and maintains the accounting system and internal controls of income and expenditures and prepares accurate and regular financial reports for college use. Implements standard accounting policies and procedures for business operations to ensure compliance with regulatory rules and practices.

Works with the President to prepare short and long-range financial models and develop financial strategies to achieve the strategic goals and priorities of the College. Prepares and presents reports and communications and conducts special projects as assigned.

In collaboration with the CCSNH Finance, coordinates the college’s capital and operating budget process and all other fiscal matters between the college and the Community College System.

Leads the College’s budgeting process, including working with faculty and staff in budget planning, development, and monitoring.

Participates in the planning, financing, and implementation of the College’s campus master plan.

Consults with college leadership along with architects, engineers, and college departments in the planning and development of major new construction or renovation / refurbishment of existing facilities and assists the President and facilities staff with the planning and completion college capital and facilities projects.

Advises college personnel on purchasing and other financial policies and procedures to ensure compliance with CCSNH, college, state and federal regulations as they apply to the provisions of services and reporting.

Works with the CCSNH Director of Internal Audit in the gathering data and responding to inquiries for internal and external audits.

Provides technical support and training in accounting policies and procedures, fiscal control, and database systems and works with all academic and administrative departments to ensure fiscal responsibility.

Serves as the liaison between college and system financial leadership team and collaborates with college and system constituents to improve system wide financial operations.

Maintains current knowledge of accounting standards and procedures and participates in professional development activities.

Serves on campus or system committees and teams.

Complies with all system, college, state and federal rules and regulations.

Performs other duties as assigned.

QUALIFICATIONS :

Education : Bachelor’s degree from a recognized college or university with a major study in accounting, finance, business or public administration. Possession of a Master’s degree in accounting, public or business administration may be substituted for one year of required work experience.

Experience : Four (4) years of professional experience in accounting or fiscal management, including supervisory or administrative experience.

License / Certifications : Valid drivers’ license or access to transportation for statewide travel.

Desired Qualifications : Knowledge of and work experience in higher education. Thorough knowledge of finance and accounting standards and operating systems and processes. Ability to analyze financial data and generate financial reports. Experience in budget development and management. Experience in operational management and staff supervision. Ability to interpret and apply policies and regulations. Proficient use of technology including accounting software, Word, Excel, PowerPoint, Outlook, and other office software. Knowledge of the contracting process and ability to negotiate and effectuate contracts and leases. Effective organizational, administrative, project management and problem-solving skills. Ability to interpret and apply policies and regulations. Ability to express ideas clearly and concisely. Ability to establish and maintain effective working relationships with diverse populations. Ability to work independently and within a team environment. Ability to exercise sound judgement in the performance of duties. Ability to handle matters with diplomacy and to maintain confidentiality. Must be willing to maintain an appearance appropriate to assigned duties and responsibilities as determined by management.
