Working with clients, we built a deeply integrated approach to eviction, foreclosure, and homelessness prevention that centers the legal and financial needs of housing-insecure families and uses a variety of tools to keep them housed.
Our team now serves more than 1,000 people per month, bringing together housing lawyers, economists, data analysts, policy-experts, organizers, and technologists to serve our clients. We have served more than 50,000 low-income Coloradans across 45 counties, distributing over $200 million in emergency assistance. We have also contributed to the passage of major legislation to prevent eviction, stop economic abuse, and make credit and life-saving medication cheaper. CEDPs model has been cited as a best practice byWhite House,HUD, theUrban Institute, and in themedia.
Building on our work to stop evictions, CEDP has further expanded its integrated services model to include disaster response, predatory towing, debt collection, benefit access & navigation, long-term rental assistance, and homelessness response. Similar to CEDPs work on rental housing, these efforts offer a continuum of care that includes navigation and advisory services, targeted payments, legal support, and the ability to participate in advocacy.
More about the Housing Counseling Supervisor Role:
We are seeking a leader to oversee and coordinate an amazing team of Certified Housing Counselors. A successful candidate will have experience leading teams through processes like customer service, compliance, knowledge management, case management, and more. Experience in mortgage banking or foreclosure prevention space is a plus.
To further ensure success, candidates are expected to work comfortably under pressure with tight deadlines in a fast-paced environment. You must exercise sound judgment and have strong written and verbal skills as well as the ability to collaborate with peers and managers to adapt and improve new processes.
Top candidates will be familiar with basic housing and mortgage principles, understand CMS management in social services, understand the 9902 reporting process with HUD, have exceptional time management and organizing skills and be self-motivated and managed. In this role you will:
- Collaborate with internal, public, and non-profit stakeholders to expand our housing counseling program
- Update the agencys HUD Housing Counseling Work Plan to reflect program changes
- Occasionally work directly with housing counseling clients to identify key areas for program development
- Lead a cross-functional team of 4 individuals, based on program expansion and service goals
- Support housing counselors in obtaining HUD Housing Counseling licensure
- Create and implement ongoing learning and development for the team which includes quarterly virtual training sessions and monthly self paced HUD Housing Counseling materials from the HUD exchange
- Review a sample of case files monthly to ensure that files are being handled securely and accurately by the Housing Counseling Team
- Provide oversight to the housing counseling intake process to ensure client outreach is addressed efficiently
- Set overall goals, growth trajectories, and track data for Housing Counseling Program
- Understand key success measures for the role and the Housing Counseling Program and share weekly/monthly progress reports with the leadership team and organization as a whole
- Collect and analyze housing counseling program data to evaluate the programs reach
- Develop and implement processes to meet program goals and continue to monitor through Signals of Progress (Key Performance Indicators)
- Work with the team to prepare and include pre-purchase counseling services in 2025
- Create opportunities for DEI conversations within team collaborations and enhance culturally responsive services
- Support the team in utilizing the various software systems used in the department
- Manage CEDPs CMS system and the HUD 9902 reporting process
Position Requirements:
- Minimum three years experience in advocacy, finance, customer services, social services, or law related environment
- Proven ability to supervise teams including demonstrated ability to develop emerging talent and handle difficult supervisory tasks with grace and empathy
- Legal, mortgage banking, or housing counseling background is a plus
- Certified Housing Counselor is required
- Excellent organizational skills

Additional Details:
- Candidates must reside in Colorado, ideally within the greater Denver Metro area or greater Colorado Springs area. The position includes competitive pay, flexible time off, benefits package (including medical, dental, vision), and 401k
- A competitive $73,000 salary, plus $1,000 hybrid pay differential
- Employees who utilize two languages or more at work are eligible for a $2,000 salary differential per year added to the salary grade listed above. Language assessment will be conducted by the organization as a requirement to receive the differential
- All employees receive a technology stipend of $720 per year

- The estimated time to complete the recruitment process will be by January 17th, 2025
- As in-person work is sometimes required, all employees at CEDP & CED Law are expected to maintain current vaccination status in keeping with CDC recommendations.
