Job scope:
Performs duties specific to the East Texas Aging and Disabilities Resource Center (ADRC) Housing Navigator grant which is to increase the availability of affordable, accessible, and integrated housing particularly for persons transitioning from an institutional setting to the community
ADRC Housing Navigator: Performs duties activities include maintaining and inventory of independent integrated, accessible and affordable housing plus identify its availability within the ADRC 9 county region; advocate for necessary changes in housing policies, practices, and procedures that will help expand housing opportunities and support the Promoting Independence Initiative and Money Follows the Person (MFP) initiatives; develops the development of affordable, accessible, and integrated housing for older adults and persons with disabilities by reviewing and responding to policies at the local levels; identify and initiate local coalitions consisting of consumers and community members that will work toward affordable , accessible integrated housing; provide reports to DADS on the activities and accomplishments of the Housing Navigator; Support ADRCs and DADS Relocation Contractors/Specialists on housing issues; work with housing developers regarding accessible, affordable and integrated housing issues; Attend DADS Community Transition Team (CTT) meetings; and provide verbal and written testimony during various hearings and meetings regarding the housing needs of people with disabilities. This position also provides information and referral to targeted populations including older adults and persons with disabilities, works with local partners and other community resources in identifying area resources, and promotes the role of the Ark Tex ADRC as needed by the ADRC.
The TBRA Coordinator shall implement the HOME Tenant Based Rental Assistance Program (TBRA program) utilizing the HUD Housing Choice Voucher Method, as well as being the liaison with Texas Department of Housing and Community Affairs (TDHCA) HOME TBRA Program; develop content expertize in effective utilization of the TBRA Reservation System; determine rental unit eligibility and completing annual Housing Quality Standards inspections; develop client eligibility guidelines; and, assist in writing the program operational procedures. Coordinator shall assist the Business Office in submitting required reports and financial information to TDHCA; outreach and engage landlords to support their continued participation in the HOME program.
Education/Licensure:
Current valid driver's license in state of residence with acceptable driving record. Preferred bachelor's degree in a business or related field and one year of housing experience. One year of successful housing development experience may substitute for one college year.
Experience/Knowledge:
Must have a broad knowledge base in housing development for residents who require specialized services and support to maintain housing tenure.
Must have documented successful managing and/or developing housing specifically for vulnerable populations.
Requires advanced organizational skills and ability to manage multiple tasks.
Requires advanced communication and interpersonal skills that allow the employee to interact professionally and effectively with various stakeholders.
Functions as a team member and actively participates in continuous quality improvement activities.
Demonstrates aptitude for logical and deliberate problem-solving and decision-making.
