The Compliance Director for Affordable Housing will oversee and manage all

compliance-related functions within the organization's affordable housing portfolio. This role

ensures adherence to local, state, and federal regulations, including LIHTC, HOME, TCAC, and

HCD program requirements. The Compliance Director will collaborate with property

management teams, regulatory agencies, and organizational leadership to maintain program

compliance, maximize funding opportunities, and support effective operations.

Key Duties and Responsibilities

Compliance Oversight :

  • Ensure all affordable housing programs operate in compliance with LIHTC, HOME,

TCAC, HCD, and other applicable regulations.

  • Develop and implement compliance policies, procedures, and best practices tailored to
  • program requirements.

  • Stay updated on funding source requirements and compliance changes and provide
  • training to property staff as needed.

  • Review recertification schedules per property to ensure timely completions.
  • Review and approve initial certifications and recertifications in AppFolio.
  • Complete certifications and ensure Tenant Income Certifications (TICs) are uploaded
  • upon completion.

  • Manage program income and rent limits in AppFolio to reflect the latest regulatory
  • standards.

  • Ensure unit mix is accurate during lease-ups and for occupied properties.
  • Ensure market rent is accurate and updated within AppFolio.
  • Ensure management teams use the most up-to-date intake and compliance documents.
  • Confirm lease agreements and addendums include the appropriate language for funding
  • sources.

  • Review reports prepared by property managers for submission to TCAC and HCD,
  • identifying discrepancies and addressing concerns.

  • Ensure timely and accurate submission of all required compliance reports to regulatory
  • agencies.

  • Conduct quarterly internal audits to assess compliance across the portfolio.
  • Monitor move-out compliance to ensure accurate documentation and adherence to
  • regulations.

  • Demonstrate or develop expertise in Homekey / MHP program compliance.
  • Understand and apply principles of the Housing First Model in program oversight.
  • Serve as the organization's subject matter expert on LIHTC and HOME compliance
  • regulations.

  • Provide ongoing support and training to property management staff regarding compliance
  • requirements and processes.

  • Serve as the primary point of contact for compliance-related inquiries from property
  • teams and external stakeholders.

    Requirements :

    Minimum Qualification

    A minimum of three years of experience in affordable housing compliance, particularly with

    LIHTC and HOME programs, is required. Strong knowledge of property management software

    such as AppFolio is preferred, along with familiarity with TCAC, HCD, and HUD program

    requirements. The candidate must have a proven track record in conducting audits, submitting

    compliance reports, and managing lease-ups in alignment with funding source regulations.

    Exceptional organizational skills, attention to detail, and the ability to communicate effectively

    in both written and verbal formats are critical. The candidate should be a collaborative team

    player, capable of working effectively with internal teams and external regulatory agencies.

    Preferred qualifications include certifications such as Certified Occupancy Specialist (COS) or

    Tax Credit Specialist (TCS) and a demonstrated ability to navigate complex compliance

    scenarios with strong problem-solving skills.

    Required Skills and Abilities

    Strong verbal, writing skills, conflict resolutions, and problem-solving. Be attentive to detail,

    have good writing skills, and ability to effectively communicate and resolve conflict.

    unethical.

    property owners, and other stakeholders in a respectful and professional manner. They

    should listen actively, address concerns promptly, and maintain confidentiality when

    appropriate.

    4. Compliance with Laws and Regulations : Property supervisors should be familiar with

    and comply with all applicable laws and regulations. They should also ensure that tenants

    and property owners are aware of their rights and responsibilities.

    5. Fairness and Equity : Property supervisors should treat all tenants and property owners

    fairly and equitably. They should not discriminate based on race, gender, religion, or any

    other protected characteristic.

    6. Safety and Security : Property supervisors should ensure that the properties they manage

    are safe and secure for tenants and visitors. They should take appropriate measures to

    prevent and address any security concerns.

    7. Professional Development : Property supervisors should stay current with industry best

    practices and continue to develop their skills and knowledge through training and

    education.
