With a mission to house, empower, and rejuvenate those who have experienced the rigors of homelessness, displacement, and domestic violence, Community Homeless Solutions (CHSolutions) provides housing and essential supportive services with the purpose of helping homeless individuals and families prepare for and transition to stable, permanent housing. CHSolutions is one of the largest providers of housing and shelter services for homeless, displaced, and domestic violence victims in Monterey and San Benito Counties, housing over 300 individuals and families on a nightly basis.

The Permanent Supportive Housing (PSH) Program Manager is a key position in the agency, responsible for the general management of the 54 two and three-bedroom units in the complex. We’re looking for an energetic professional who can lead the way as CHSolutions works to efficiently and effectively provide housing and tenant services to those we serve.

This Position Reports To: Executive Director

Position Status: Exempt

Work Hours: Full-time; minimum 40 hours per week. Sunday, Monday, nights, and weekends may be required.


JOB OVERVIEW

Under the direction of the Executive Director, supervise staff and oversee daily operations and implementation of the Permanent Supportive Housing (PSH) program in Marina, CA, which houses previously homeless families. The program’s townhome style buildings include 54 two- and three-bedroom units, of which 44 are occupied by tenants, five are corporate offices, and five are used for other CHSolutions programs.

Working in close partnership with the PSH Property Manager, the Program Manager is responsible for the general management of the program, including all financial, planning, and administrative matters. This includes promoting the safety and well-being of residents, screening and admitting new tenants, providing case management oversight to ensure effective services are provided to residents, ensuring timely completion and maintenance of records and client files, and supervising staff, interns, and volunteers as needed.

The Program Manager will also be responsible for office management of the CHSolutions corporate offices, which includes supervision of the Administrative Assistant, and oversight of purchasing, office supplies, vendors and suppliers, interoffice communications, and Leadership Team support.

DUTIES & RESPONSIBILITIES

· Fully responsible for the management and performance of the PSH program including budget, outcomes, staff management, tenant communications, PSH facilities, and the safety and well-being of tenants. · Create the annual program plan and · Responsible for implementing and enforcing all PSH guidelines, policies, and procedures for all residents. · Ensure the safety, well-being, and rights of PSH residents. · Implement and ensure staff follow all COVID-19 protocols regarding

budget, manage expenses to the budget following approved procedures involving the Executive Director and Finance Department, and generate periodic program status reports. · Monitor staff completion and submittal of suspected child and adult abuse reports. · Establish relationships and partnerships, and coordinate activities with, community partners/referral agencies and other community resources. · Work to eliminate barriers to service, particularly for survivors from historically oppressed communities. Document work efforts to develop more effective ways to reach and service minority/underserved populations who are at risk for family violence. · Ensure that new residents are fully oriented to the PSH program, its guidelines, and rules. · Generate templates and send notices to tenants regarding matters such as late rent, planned inspections, move in/out walk-throughs, inspections, and various other processes. · Work in partnership with the Property Manager in handling property management issues. hygiene, screening, cleaning, shelter-in-place, etc. · Supervise/train/schedule PSH staff. · Ensure maintenance of staff/tenant records (e.g., personnel files, HMIS records, lease documentation). · Review and prioritize PSH community improvements based on need and budget. · Manage complaints/concerns from tenants. (May come through other staff who received complaints and concerns.) · Promote strength-based best practices that are client (resident)-centered, utilize reflective listening, motivational interviewing, and strength-based learning to assist in the provision of services. · Provide office management of the CHSolutions corporate offices (3 buildings in Marina), including supervision of the Administrative Assistant, and oversight of purchasing, office supplies, vendors and suppliers, interoffice communications, and Leadership Team support. · Other duties as assigned by the Executive Director.


QUALIFICATIONS

· Minimum two years’ experience managing staff and program-related activities. · Bachelor’s degree in an applicable field required. · Knowledge of homeless services available in Monterey County. · Team player with leadership skills and ability to interact effectively with people at all levels.

· Direct experience working with domestic violence survivors, or low-income\homeless families, or any combination of skills and experience that demonstrates this ability is preferred. · Experience reporting program outcomes, performance and quantitative metrics. · Advanced degree preferred. · Bilingual (Spanish) preferred. · Knowledge of and experience as a service provider with any of the following: cultural diversity issues, crisis intervention, education, victims of domestic violence, child abuse, substance abuse, mental health, welfare rights, case management, sexual assault, employment services, child development and/or positive parenting skills is preferred. · Strong supervisory skills & experience. · Organized, attention to detail, results oriented. · Proficiency in Microsoft Office computer programs. · Exceptional verbal, written, & presentation skills. · Ability to develop relationships and work effectively with community partners. · Ability to pass a criminal background check. · Ability to mediate disputes and manage emergencies. · Must be able to travel independently between multiple work sites. · Able to meet Community Homeless Solutions Working Conditions (see below).


WORKING CONDITIONS

ENVIRONMENT

Approximately 80% of the time performing job duties is spent indoors in a standard office.

Approximately 20% of the time performing outdoor duties in collaboration with the Property Manager.

Employee works near office equipment and may occasionally be exposed to the risk of electric shock. Much of the work is performed on a computer but requires proficiency with written notes and time management.

Noise level in the work environment is usually moderate.

The temperature of the work environment is moderate and ranges from 65 ~ 80 degrees.
