Within our Diversion Services is the Outpatient Competency Restoration Program, better known as our OCRP team. The OCRP program moves individuals from local jails or restoration centers into community-based services and aims to address the individual’s barriers to competency. Their services in social skills, behavioral health, and education on the legal process are designed for the individual to reach the point where they can participate in their own defense. This program works closely with the Health Care Authority and DSHS Forensic Navigators.

The OCRP (Outpatient Competency Restoration Program) LEAD Case Manager works as part of a team to provide services to clients determined by the court as not competent to stand trial and appropriate for community treatment. This position acts as Master Instructor for OCRP program, supervises diversion case management staff in an outpatient setting..
Essential Job Duties:
- Act as Master Instructor to ensure timely assessment and delivery of program materials for all identified clients by self and/or trained staff
- Provide oversight, training, supervision, and ongoing reviews for all assigned staff
- Coordinate with relevant internal and external departments to coordinate client referrals, ensure timely intake into program, and develop individualized plans
- Develop, implement, and maintain case management services to meet client needs and OCRP program goals
- Provide regular supervision, direction, and documentation for assigned staff, including individual meetings, chart reviews, training requirements, performance issues, etc.
- Complete relevant reporting with outside entities as required by current contracts
- Practice good financial stewardship of agency and contract resources, including how time is being spent, supplies are used, property is being maintained, etc.
- Monitor spending of Flex Funds and other agency money to ensure accountability and appropriate use
- Work with OCRP Supervisor to monitor and align financials with expected spending and changes to income or trends
- Coordinate with Human Resources to ensure complete personnel files are maintained per agency, Washington Administrative Code (WAC), and contract requirements
- Maintain productive working relationships with internal department leads to always ensure efficient and seamless coordination of client care and business needs
- Provide immediate crisis intervention and resolution as needed
- Always maintain resident and staff confidentiality
The OCRP LEAD Case Manager works with assigned staff to ensure high standards of care are provided within the program, including but not limited to:
- Providing appropriate levels of treatment, skills training, and assistance to clients in managing mental health symptoms, developing skills to manage symptoms, and working on Instrumental Activities of Daily Living (IADLs) per their service plan, such finances, transportation, maintaining or working towards independent living, etc.
- Partnering as a team to deliver current programming.
- Working collaboratively with larger outpatient team of providers to support client in actively working towards treatment goals
- Coordinating care, such as scheduling, attending, and/or arranging transportation for appointments and other case management needs
- Maintaining and documenting in client charts and program trackers following agency, county, state, and federal guidelines.
- Providing and receiving input as part of client’s care team on service plan and progress, and collaborating with other providers such as primary care provider, housing staff for entering/maintaining/exiting housing, etc.
- Facilitating regular group and individual activities, encounters, and specialized client events, such as outings and holiday gatherings
- Assisting in admission and discharge planning
- Ensuring medications are supplied, administered, monitored, and documented appropriately for all clients through trained staff ensuring the seven rights of medication use are followed: right person, right medication, right time, right dose, right route, right reason (including refusal), and right documentation according to agency provided medication training
- Performing other duties as assigned.
Basic Qualifications:
- Masters’s degree in psychology or other related field with 2 years of relevant experience serving adults with severe and persistent mental illness and/or individuals in diversion services
- Must be able to obtain MHP licensing status with the State of WA.
- Obtain and maintain Agency Affiliated Counselor credential with Washington Department of Health within 60 days of hire (or equivalent licensed agency)
- Successfully pass criminal background check before hire date
- Obtain and maintain valid First Aid/CPR card or certificate within 30 days of hire
- Hold a valid WA State license for 1 year with clean driving record to use agency vehicles
- Have legible handwriting and ability to do simple mathematics
- Able to navigate and comprehend charts in electronic medical record
- Able to work independently and within a team
- Able to communicate information and ideas so others will understand. Able to exchange accurate information in these situations.

- Previous supervisory experience
- MHP license
