PURPOSE
Under the supervision of the Compliance Manager, the Compliance Specialist helps ensure that properties managed or owned by CHIP comply with various Local, State, and Federal funding programs and regulations.
Job Functions
Essential Responsibilities:
- Support response to property compliance audits by Local, State, or Federal funding sources including, but not limited to RDA, LIHTC (CTCAC), HCD, CalHFA, HOME, HUD, or USDA, as well as audits conducted by lenders and investors.
- Assist with creating and updating forms.
- Assist with requests for Reasonable Accommodations or Modifications, under the direction of the Compliance Manager.
- Assist with pulling required EIV reports for HUD properties and helping managers resolve discrepancies.
- Assist with the completion of Affirmative Fair Housing Marketing Plans (AFHMPs) for all properties
- Assist in completing Annual/Quarterly/Monthly compliance reports as required by investors, lenders, syndicators, or government funding sources.
- Assist in preparing HAP and MINC billings monthly
- Support on-site Property Management staff with compliance-related questions and concerns and ensure that applicant and resident files comply with all applicable regulations.
- Assist managers and regionals with software troubleshooting
- Collect necessary paperwork from managers for compliance-related requests.
- Complete other duties as assigned.
REQUIRED KNOWLEDGE AND SKILLS
- Must have or obtain certifications in: LIHTC, COS (HUD), USDA, Fair Housing, Section 504, and others as required.
- Must have strong research and problem-solving skills and a high level of attention to detail.
- Strong working knowledge of Microsoft Office: Word, Excel, and Outlook.
- Experience with property management software is strongly desired.
- Effective written and verbal communication skills, including the ability to communicate with various levels of CHIP personnel as well as outside asset managers, governmental oversight staff, and investment partners.
- Ability to communicate clearly and effectively in English.
- Must be able to work effectively in a team environment as well as independently.
- Ability to practice efficient time management to meet frequent deadlines.
- QUALIFICATIONS AND EDUCATION
- Minimum of three (3) years of experience required in multi-family property management or compliance for HUD or Tax Credit funded programs.
- Bachelor’s degree preferred, but industry experience will be considered in lieu of a degree.
- Current, valid California Driver’s License
- Must have a reliable vehicle and be insurable under the criteria established by CHIP’s general liability carrier. Must provide current proof of insurance at the levels specified by the CHIP travel policy.
LOCATION
The job can be performed at the CHIP office in Chico or a home office. This position requires periodic on-site visits for compliance monitoring and to prepare for staff compliance audits. The location of rental properties is between Redding and Marysville.
