We are seeking an experienced Program Officer II to directly oversee the Off Main Clinic, a medication-assisted treatment center for adults with opioid addiction (also known as a narcotic treatment program), as well as supervise the Substance Use Prevention Program (SUPP) and the Drugs and Alcohol Intervention Services for Youth Program (DAISY). The SUPP and DAISY programs provide essential prevention and early intervention services for youth ages 13-18 in school settings, including prevention and early intervention drug treatment counseling, anger management, and socio-emotional support.
In this role, you will be responsible for ensuring the effective operation of these programs, leading a dedicated team of staff, and ensuring regulatory compliance. Reporting to the Senior Program Officer, the Program Officer II will manage program licensing (e.g., DEA, state, and county certifications), CARF accreditations, staff hiring, and training. Additionally, you will support budgeting, strategic planning, and program development to maintain a safe and efficient work environment. MINIMUM QUALIFICATIONS: The Program Officer II position requires advanced management, clinical and administrative abilities. Broad knowledge of the dynamics of addiction, recovery, mental health, homelessness and family systems is required. The Program Officer II must have demonstrated supervisory, critical thinking and problem solving skills, as well as excellent written, verbal, interpersonal and presentation skills. Must be able to analyze and synthesize complex data and information. S/he must have the initiative to work under general direction and assume responsibility for decisions; must be highly organized and results-oriented. Excellent time management skills a must. Must be a team builder. Excellent computer skills required (Microsoft Office Suite). Knowledge of mental health, drug/alcohol treatment services and homeless issues is required. Two years clean and sober. Due to the nature of the position, the “two years clean and sober” requirement applies to individuals in remission from a substance use disorder and is defined as abstention from the use and consumption of alcohol, cannabis, and illegal drugs, abstention from the use of prescribed drugs in a manner that is not consistent with the prescription directions, and/or abstention from the use of over-the-counter drugs in a manner that is not consistent with directions for the use of such drugs.
Candidates for this position must have a college degree, preferably in counseling, psychology or social work, and five years of experience in the substance abuse, mental health or human services field, at least two of which are in management, or the equivalent combination of education and experience. Professional license or certification is highly desirable. A valid California driver’s license and insurance are required.
Salary $85,045 - $103,373 per year D.O.E. Additional 5% if Bilingual (E/S). Generous benefits package including medical, dental, and vision coverage. AA/EOE.
