Description : TITLE : Program DirectorPROGRAM : Spokane, WA.REPORTS TO : Agency AdministratorCLASSIFICATION : ExemptSUMMARY : Provide clinical oversight and management of client treatment, care and client files. Directly supervise all House Program Manager, Field Program Manager and Lead DSPs in Spokane.ESSENTIAL RESPONSIBILITIES : Directly supervise House Program Managers, including apportioning and directing the work; training on systems, policies, procedures and productivity standards; completing 90-day and annual performance reviews; issuing disciplinary action and / or performance improvement plans in conjunction with the Agency Administrator; and handling employee complaints and grievances. Document all interactions thoroughly and contemporaneously.Provide recommendations regarding the hiring, termination, advancement, promotion and change of status of employees to the Trainer / Recruiter and Director of Human Resources and Agency Administrator.Provide input related to staffing issues for the Trainer / Recruiter and Managers responsible for monthly / weekly scheduling as needed.Monitor program clinical compliance with all legal, funding, licensing and corporate requirements.Develop and enforce systems, policies, procedures and productivity standards applicable to House and Field Program Managers.Implement, monitor and enforce legal compliance measures, including those providing for the safety and security of employees, clients and CIS’ property.Develop and implement individualized client Crisis Intervention Response procedures (Crisis Plans) for staff.Review, evaluate and approve new client referrals. Facilitate the matching and placement process to assess and enhance the appropriateness of the final placement.Oversee drafting and updating of Positive Behavior Support Plans (PBSP) and Exception to Policy (ETP) restrictive procedures for clients in compliance with the funding source and state regulations, relying on client data such as funding sources, collateral contacts, treatment providers and / or data collected by CIS staff.Ensure all staff who work with a particular client understand, acknowledge and sign new or updated PBSPs.Act as primary contact with DDA for Spokane and develop strong professional and politically advantageous relationships with DDA case managers and supervisors for the benefit of CIS and those we serve.Act as official CIS Spokane program designee if the Agency Administrator is not present / available.Facilitate client / house team meetings or designate to program managers.Maintain regular communication with client individual and group therapists to coordinate quality of treatment and address specific client issues.Support House Program Managers’ interface with client psychiatrists related to medication management, tracking side-effects and suggesting medication adjustments based on data.Provide support and information to IISP and PBSP Writer Program Managers to ensure timely and accurate development and updating of Individual Instruction Service Plans (IISPs) and Positive Behavior Support Plans (PBSP).Support program communication with parents / guardians / identified family members regarding clients during crisis or when House Program Manager needs assistance.Conduct periodic review of client IISP, PBSP, ETPs, as well as crisis or treatment plans and modify on an emergency basis as necessary / required to ensure continuity between plans.Participate in necessary client meetings as scheduled by probation officers, psychoactive medication prescribers, social workers, school and vocational personnel.Provide on-call back-up.Facilitate or delegate the monthly Safety Committee meetings with Lead Staff.Ensure that DDA health and safety notices are disseminated to all the houses.Assist Trainer / Recruiter in conducting internal investigations.Review quarterly / semi-annual client summaries.Attend regional funding source meetings.As an essential function of this position, the employee must handle high levels of stress satisfactorily and always be congenial with other employees, parents, guardians, shareholders, supporting agencies, and clients.Other duties as assigned.Benefits : Generous medical, dental, vision and life insurance benefits401k retirement plan for eligible full-time employees!Supplemental Colonial insurance optionsFree Employee Assistance Program with access to financial services, legal assistance, family care giving resources and referrals, mental health counseling services, live-connect online help, monthly wellness and informational webinars, etc.Hard-working employees are also provided additional incentives on a regular basis.Employee Referral Bonus programMonthly mileage reimbursementFREE Long Term Disability plan for employeesPaid Community Residential Services Training (1163)11 Paid HolidaysGenerous Paid Time Off starting at 1.28 hours for every 40 hours worked and matures with length of serviceRequirements : POSITION REQUIREMENTS : Minimum 3 years of professional human service experience or degree in counseling or related field.
