Qualifications:

The Residential Director should have Master of Social Work or related field and may be waived for Bachelor’s Degree in Social Work or related field, with at least 5 years of Human service experience/3 years of management experience. A substantial clinical, administrative and direct care-giving experiences of (5 to 7 years), is an addition, and will demonstrate a clear knowledge of clinical issues in the treatment of people with chronic mental illness/developmental disabilities. The Residential Director will demonstrate flexibility and resourcefulness in translating this knowledge to practical treatment intervention. He or She would have demonstrated the ability to organize, delegate duties, motivate people, promote cohesiveness, and work cooperatively in a larger system.

Job Summary:

This position performs a variety of duties aimed at assisting the Residents, without being intrusive, in accomplishing daily living activities, religious and moral development, and achieving personal goals to further their growth towards independence. The Director of Residential Programs will perform supervisory duties of Program Coordinators and Program Managers within a Region of Residential Programs. She will be responsible for providing some clinical and administrative direction to programs under the direction of the Program Coordinators. The Director of Residential Programs will assist in screening job candidates, orient new staff, and provide ongoing supervision. The Director of Residential Programs will participate in screening potential residents and direct the treatment planning and implementation process. He/She will maintain active and constructive relationship with the staff of Behavioral Health Developmental Disabilities and Hospitals (BHDDH) and other service providers. The Director of Residential Programs will be involved in the submission of annual budgets, contracting materials, and for monitoring spending. The Director of Residential Programs is responsible for the general on-site management of major project. The Director of Residential Programs shall also participate in in-take meetings and actively involved in new programs set-up.

1. Duties and Responsibilities

  • Overall operations of the Residential programs with multiple sites, serving BHDDH Individuals with Intellectual Developmental & Mental Health Disabilities.
  • Promoting a culture of the highest quality of services and service environments
  • Ensuring the highest quality of care and compliance
  • Provide leadership in ethics and boundaries for the participants and staff
  • Assist in the development, coordination and delivery of relevant staff training
  • Working with internal and external collaterals to ensure best service delivery
  • Oversight of coordinating psychiatric, psychological, medical and dental services
  • Oversee the hiring, training, disciplinary procedures and professional development of program staff
  • Conducting internal investigations as needed
  • Chairing staff meetings, individual and group supervision
  • Demonstrates fiscal leadership in managing programs budget
  • Maintaining outcome and quality improvement outcomes
  • Maintaining all licensing and accreditation standards
  • Crisis management
  • Providing on-call support and monitoring.
  • Oversee the implementation of positive behavior supports, ISP objectives, routine and emergent medical care, and resident financials
  • Facilitate communication between stakeholders including parents, guardians, and other providers both within and outside of the agency, and funding sources.
  • Evaluate staff performance at least annually and provide on-going supervision to all staff.
  • Adhere to agency policies and procedures regarding record keeping.
  • Empower participants to speak out for themselves, initiate ideas, and exercise choice about needed supports. Provide for normal developmental experiences by informing and encouraging participants to participate in social and cultural activities in the community

· Assist in the development and revision of program policies and procedures and monitor proper implementation.

· Lead team in developing treatment plans for each Residents.

· Provide direct supervision on the proper implementation of treatment plans and or response to resident issues.

· Screen potential residents to the programs.

· Ensure that Residents’ records are adequate to agency and BHDDH/DDD licensing standards and that they are properly maintained.

· Ensure that services are well coordinated with other Service Providers and case managers.

· Participate in rotating on-call systems to provide crisis back up to programs.

2. Personnel

a) Help Screen candidates for staff positions

b) Provide individual and group supervision to staff

c) Delegate clinical and administrative tasks as needed

d) Conduct written staff evaluations as required

e) Provide support as needed and build cohesive staff team.

f) Assist in organizing in-service training and keep records of training provided.

g) Implement system for scheduling staff and monitor that work time and leave time are recorded properly.

h) Ensure that personnel policies are followed.

i) Document supervision topics, tasks delegated, and other indications of performances both positive and negative.

3. Administration:

a) Develop BHDDH annual program budget with the Financial Official

b) Monitor spending so as to remain within budget limits

c) Perform contracting and reporting tasks as required.

d) Ensure that physical plant and equipment is properly maintained,

e) Maintain constructive relations with: BHDDH/DDD, neighborhood, licensing staff, city

officials, and other Providers

f) Work with agency management team in reviewing overall Agency Issues, and developing

policies and policies and procedures

g) Perform other tasks necessary to the development of the agency and program.

h) Maintain constructive relations with the Pharmacies and comprehensive supervision of Medications supplies and documentation. The Director of Residential Programs will monitor the administration of medications as necessary for participants, and must be able to complete the Medication Certification Training required by the state

4*. Required Certification:*

Program Directors need to be certified in CPR and First Aid. Community Living will be offering monthly classes, which staff may participate in.

Internal Relationships:

Executive Director, Associate Director, Coordinator, Financial Officer, Administrative Assistant, Direct Care Supervisor, Program Managers, Assistant Managers, DSP etc. in person and on the phone.

External Relationships:

Day programs, Behavioral Health Developmental Disabilities & Hospitals.

Equipment Used:

Photocopy machine, Cellular Phone, Fax machine and Computer Network System.

Special Working Conditions:

Awareness of Universal Precautions.
