ESSENTIAL FUNCTIONS:
- Work closely with managers to gain a comprehensive understanding of the agency’s hiring needs of talents and meet competitive hiring goals and expectations.
- Continuously partner with senior leaders and Human Resources Director to design, refine and implement innovative strategies.
- Continuously improve agency attractiveness by recommending new policies and practices; monitoring job offers and compensation practices; and emphasizing benefits and perks.
- Manage intern program by coordinating with program managers to conduct orientations, managing schedules and assignments, monitoring job contributions, coaching interns and advising managers on training and coaching.
- Stay active with current job boards, social networks and platforms to find talent, and plan, create and release postings and announcements.
- Source candidates utilizing multiple recruiting sources and executive innovative recruiting strategies to build a robust candidate pipeline.
- Screen resumes and prospects, evaluate, interview and manage candidates throughout the hiring process from prepping before interviews to assisting with final offer negotiation.
- Maintain a database of candidate records, including active and passive prospects, hired and terminated employees, and other candidate relationships.
- Follow up on interview process status and update records.
- Perform reference and background checks according to regulation requirements.
- Coordinate with Training Coordinator managing the new hire onboarding process and required trainings.
- Conduct exit interviews with staff and discuss exit interview findings with senior leaders as needed.
- Generate and present quarterly recruitment and retention reports to HR Director and the Leadership Team.
- Continuously evaluate job descriptions by discussing job requirements and applicant qualifications with managers and make recommendations with job description revisions.
- Responsible for the Employee Referral Bonus, Sign-On Bonus, Longevity Bonus, and other reimbursement programs.
- Ensure screening, hiring and selection is done in accordance with employment laws and regulations.
- Assist the Human Resources Director in the daily administration of other HR functions as directed or assigned.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree preferred; three years’ experience in recruitment with personnel related functions or equivalent experience and education.
- SHRM-CP certification preferred.
- Knowledge of federal and state employment laws and regulations is necessary.
- Exceptional communication, interpersonal, and decision-making skills.
- Computer knowledge of MS Office, database management, ATS and HRIS systems.
- Proven experience conducting various types of interviews (i.e., phone, video, etc.), techniques and screening methods.

- Work is performed in an office setting and sedentary; requires sitting for long periods of time.
- Requires full range of body motion including manual finger dexterity and eye-hand coordination for use of calculator and computer keyboard.
- Sitting, standing, walking, typing, turning in chair, stooping and reaching for files.
- Ability to receive and respond to phone calls; face to face conversation.
- Ability to see and interact with text and graphical information on screens, read forms and printouts.
- Ability to use office equipment such as copiers, scanners, computers, telephones, and fax machines.
