Overview

CPA is seeking a dynamic and self-motivated HR professional to join our executive team. The HR Director will possess a broad range of experience in human resources and organizational development, with expertise in key areas such as talent management and development, employee relations and HR compliance. This leadership position is responsible for the development and execution of HR strategies that align with the agency’s mission, goals and strategic objectives. This position also provides direct oversight of all HR operations including the HRIS, benefits, leaves and time & attendance. The ideal person will be passionate about our mission and history, motivated by systemic change and reform, and believe in treating people we serve with dignity and respect.

We are looking for candidates with a bachelor’s degree in human resources, organizational development or other related fields and at least ten years of professional experience with a proven track record of success in leadership roles. A master’s degree and/or professional certification, e.g., SHRM, HRCI is preferred. To be successful in this role, you will know how to work under pressure, think strategically, problem-solve in a fast-paced environment, be proactive and exhibit a high level of integrity. Experience working in or with non-profits is preferred. Bi-lingual skills are a plus but not a requirement for you to be a candidate for the position.

As a part of our Executive Team, we expect you to demonstrate emotional intelligence and be able to interact with people from a variety of cultures and backgrounds. In addition, you will have strong decision-making, interpersonal, communication, teambuilding, and organizational skills. Most importantly, you will know how to be adaptable, flexible, resilient and resourceful working in a non-profit environment. CPA requires that you have a valid and current CT driver’s license and reliable transportation.

Responsibilities

  • Lead and manage the development and execution of HR strategies, policies and programs that support CPA’s mission, strategic initiatives and goals.
  • Collaborate with the Executive Director, Director of Operations and senior leadership team to ensure alignment of the workforce and the agency’s key strategies.
  • Establish credibility and build rapport throughout the agency with management and employees as an effective listener and problem solver.
  • Oversee talent management, recruiting, staffing, development and succession planning to ensure the right talent is in place for organizational success.
  • Manage performance management programs to foster a culture of continuous improvement, accountability and employee growth.
  • Recommend and implement training programs to enhance employee skills, leadership capabilities and organizational effectiveness.
  • Manage employee relations matters with a focus on fostering a positive work environment and resolving conflicts in a consistent, respectful and equitable manner.
  • Lead the selection and implementation of employee health and welfare benefits. Oversee the application and utilization of workers compensation, short term disability, long term disability and family medical leave and CT Paid Leave.
  • Develop and/or enhance, implement and oversee HR policies and procedures. Ensure agency compliance with procedures and policies, including applicable HR related regulations and statutes.
  • Manage unemployment compensation, representing the agency at hearings as appropriate.
  • As needed, collaborate with counsel and participate in the resolution of CHRO matters.
  • Ensure compliance with federal and state employment laws and regulations.
  • Supervise HR information systems (HRIS), time & attendance and benefits management including leaves. In collaboration with the CFO, provide oversight of the payroll process.
  • Management of staff – HR Generalist and Office Administrative Assistant.
  • Proactively assist with other tasks/functions critical to the agency’s success.
