The YHDP Program Manager at CPSEMO provides direct program supervision, human resource oversight, program planning and implementation, and staff training for YHDP Housing Navigators. This program offers trauma-informed, community-based services, case management, and housing support to youth experiencing housing instability and homelessness up to their 24th birthday.
ResponsibilitiesAdministrative Leadership and Management
- Implement and maintain a successful youth program utilizing the Housing First philosophy to deliver crisis and solution-focused housing interventions, expediting client housing placement through collaboration with internal and external resources.
- Evaluate program efficiency to ensure positive client outcomes, making improvements as needed.
- Develop and maintain community partnerships that enhance service delivery based on client needs.
- Oversee a thriving, low-barrier referral process for youth seeking housing support.
- Supervise program staff (YHDP Housing Navigators) to ensure quality service delivery; assign referrals as appropriate.
- Maintain a caseload as necessary, ensuring continuity of direct services.
- Foster a supportive team culture, promoting positive employee satisfaction and integration within the department and organization-wide homeless youth services.
- Conduct monthly one-on-one supervision sessions with staff to offer ongoing support, guidance, and performance evaluation/feedback.
- Complete timely employee evaluations, including probationary (90-day) and annual reviews.
- Identify staff training and professional development needs; coordinate with the training department to meet those needs effectively.
- Review and approve monthly client documentation, incident reports, and all month-end reports as required.
- Travel (with or without accommodation) to attend/present at in-service trainings, Balance of State meetings, and provide direct supervision of navigators across the state.
- Participate in organizational meetings, community task forces, and leadership trainings as required.
- Promote program referrals by distributing brochures, scheduling informational meetings, speaking at presentations, staffing exhibit booths, and other outreach efforts.
- Attend professional memberships and trainings as directed by the Senior Director of Youth Housing.
- Support agency-wide culture and performance by contributing to cultural competency, performance improvement outcomes, and shared organizational goals.
- Collaborate with colleagues of diverse backgrounds to provide effective, efficient client service.
- Maintain strong, open communication with direct supervisor regarding service outcomes, challenges, or questions.
Outcome Planning / Program Quality Improvement (PQI)
- Measure and evaluate the program’s impact internally and externally.
- Lead continuous quality improvement by identifying opportunities for enhancing systems, processes, and staff development.
- Participate in evaluation and implementation of service improvements identified through CPSEMO’s PQI process.
- Track program outcomes and data as needed, ensuring timely and accurate reporting.
Financial Management
- Monitor and manage program budget to ensure sound operations and alignment with budget expectations.
- Provide required billing information and other month-end financial reports promptly.
- Report accurately on budget progress and identify any challenges, escalating issues to the direct supervisor when necessary.
- Approve client assistance requests, ensuring all documentation meets grant requirements.
- Other duties as assigned.
Qualifications & Preferred Skills
- Bachelor’s Degree (preferred) in social work, psychology, public administration, or a related human services field, plus at least three (3 ) years of experience in nonprofit social services and three (3 ) years of management experience.
- Prior experience working with at-risk teen populations required; lived experience with housing instability preferred.
- Strong understanding of program development, implementation, evaluation, and (preferred) child welfare practice and policy.
- Demonstrated resourcefulness in setting priorities, creating efficiencies, and optimizing people and systems.
- Solid commitment to youth and family support and advocacy principles.
- Ability to collaborate and advocate effectively using excellent interpersonal skills in diverse, multidisciplinary professional teams.
- Strong verbal communication skills and proven ability to write clearly and persuasively.
- Leadership ability with demonstrated team management and interpersonal skills; able to quickly build rapport and trust.
- Flexible and self-starting, with the capacity to multitask and remain detail-oriented while meeting deadlines.

This is a remote position but the candidate must live in the State of Missouri.
Salary : $40,000 - $45,000
