What are the responsibilities and job description for the Department Director - Visalia Navigation Center position at Community Services and Employment Training, Inc.?
SUMMARY : The Navigation Center Director will oversee the operations of the Visalia Navigation Center which is a low barrier 24-hour facility. The Director will serve as the key point of coordination between the Tulare Kings Homeless
Alliance (TKHA) and other partners providing services to individuals and families experiencing homelessness in Visalia and / or Tulare County. The Director will also work closely with the City of Visalia and local non-profits to facilitate entry into the navigation center and track program progress, and facilitate monthly partner meetings. The Director will have significant and comprehensive oversight that includes fiscal monitoring, program compliance, and assisting and supporting community partners.
The Director will provide guidance and support to center staff and facilitate project partners meetings and is expected to exercise sound judgment, work independently, and take initiative. The Director provides project management / identification and development of new programs for the Center. The Director advises on departmental strategies for program development with internal and external partners to support program operations. The Director is responsible for coordinating budget preparation, monitors expenditures, team staffing, and over all support for the Navigation Center.
ESSENTIAL DUTIES & RESPONSIBILITIES :
Leads the team in de-escalating, creative problem-solving, and community building at a new, vibrant Navigation Center in
Tulare County.
Dynamically lead center management, staffing, supervision, training, security, and community partnerships.
Promote community building and engagement among staff and program participants at the Navigation Center.
Acts as a key decision maker in critical situations relating to guest services and operational matters.
Ensures a warm, safe and healthy environment for all staff and participants.
Develops & establishes operational policies by providing regular review, assists and advises in formulating new policies and
Procedures and revision of existing ones in collaboration with Executive Director.
Collaborates with CSET leadership team to design and implement staff training.
Participates on city and county committees that are working the needs of individuals experiencing homelessness.
Works with CSET internal departments and Project Partners to identify and implement safety net programs that will benefit center residents.
Manages the team's relationship with various committees, provides oversight to groups & advocates as it relates to the
Center's programs & services.
Manages complex analysis of residents' needs and program availability to ensure resources are allocated and distributed equitably and efficiently.
Manages & adjusts individual team responsibilities to support changing, expanding and / or new initiatives.
Ensures all services and program materials are relevant, engaging, accessible, and understood by participants of differing
backgrounds and histories.
Ensures staff maintain accurate records; write shift and incident reports, review and authorize Denial of Service notices, and
ensure equitable and appropriate enforcement of Navigation Center rules. Maintain operation logs, records, statistical records in addition, other documentation including computerized records.
Collaborates with IT and CIS to ensure that our technical tools, data collection systems, and data warehousing are configured to support new programs as well as new program types that may require different workflows / customizations.
Establishes processes and data collection to satisfy compliance reporting requirements for current and new funding agreements.
Develops data reports to help program managers monitor performance on new contracts and agreements.
Supplies accurate and timely data on new initiatives for City & County Board of Supervisor requests, and the public via ad hoc analysis and public dashboards.
Guides and manages developing a system and program performance measurement framework that will align with the priorities to address the needs of individuals experiencing homelessness.
Establishes and supports a Neighborhood Advisory Group and hosts monthly meetings.
SUPERVISORY RESPONSIBILITIES :
This position is responsible for the supervision of assigned program staff and reports to the Executive Director.

EDUCATION AND / OR EXPERIENCE :
Bachelor's (B.A.) degree from four-year college or University in Social Services, Business Management or related field.
May substitute up to 2 years of education with additional years of experience as described above.
One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units / 45 quarter units.
Minimum two years supervisory experience with demonstrated leadership skills.
Experience with harm reduction and trauma - informed methodologies and practices.

Salary : $79,997 - $119,038
