SUPERVISION RECEIVED: Reports to the Director of Head Start.
SUPERVISION EXERCISED: Exercises supervision over assigned staff, participates in the selection of new personnel, performs employee performance evaluations in accordance with CSC personnel policies and recommends personnel actions.
POS ITION SUMMARY: Supervise staff and apply professional expertise in the area of family services, including but not limited to; planning, organizing, and implementing family services, including ERSEA, family partnerships, referrals and parent involvement while providing quality control, training services and compliance monitoring.

EDUCATION AND EXPERIENCE: Baccalaureate Degree in social work, human services, family services, counseling or related field and a minimum of two years related experience. Head Start experience or work in a preschool setting required.
Ability to supervise subordinates, provide leadership, monitor performance, conduct interviews and coach/counsel/develop employees.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of ERSEA, child development and family dynamics, especially related to families living in poverty. Thorough knowledge of local and state resources. Demonstrated ability to develop good working relationships with community resources, agencies, parents, and staff team members. Excellent oral and written communication skills, computer skills, Excel, Outlook, data entry skills. Knowledge of Child Plus, TS Gold, Positive Behavior Intervention and Supports desirable. Bilingual (Spanish/English) preferred.
Consistent and impartial application of agency policies, procedures and labor agreement. Use judgment to account for individual and cultural differences to assist staff, clients, vendors, and business professionals, meet goals and perform work in a safe, efficient, and effective matter.

- Possess and demonstrate a strong working knowledge of Head Start Performance Standards and other regulations.
- Perform supervisory functions related to assigned staff in the area of family services. (FSSC’s/Advocates)
- Work closely with FSSCs, Teacher/Advocates and Family Advocates to support their work with referral information, provision of resources and problem solving, ERSEA monitoring, and coordinating effort between Family Advocates and teachers.
- Monitor Family Needs Assessments to ensure timely delivery of services.
- Assist with development of program forms, policies, procedures, systems, and work plans related to family services.
- Prepare and submit reports and data information to Director, staff and Governing Body as requested.
- Assess family needs in areas of wellbeing, positive parent-child relationships, lifelong educators and learners, connections to peers and community, advocacy and leadership according to Head Start standards.
- Provide pre-service/in-service training as requested; attend local/state/national trainings as needed to maintain best practices in current child development issues, family engagement, ERSEA and other relevant topics.
- Is a member of the Interdisciplinary Team: attends meetings and works with other specialists and staff to coordinate work efforts.
- Coordinate and disseminate critical information to staff from community partners relevant to social services, education opportunities and emergent contemporary information.
- Update community resource directory as needed.
- Responsible for the managing, calendaring, and content of all family meetings throughout the school year.
- Attend assigned Early Childhood, Social Service and Health committee meetings.

SPECIAL REQUIREMENTS:
- Must possess and maintain a valid Oregon driver’s license, Food Handler certification, Ersea Certification, First Aid and CPR certification, health verification, and complete a background check including fingerprinting according to Performance Standard Requirements and the Oregon Child Care Division Criminal History Registry, including fingerprinting.
- Participate in Policy Council meetings as requested.
- Maintain confidentiality and exercise sound judgment concerning confidential information.
- Assist in building Head Start’s professional relationship with other agencies by attending interagency, organizational and committee meetings as requested.
- Participate as a member of the annual program self-assessment.
- Regular attendance is a requirement of this position.
- A professional and courteous manner and ability to work harmoniously with other employees, agencies, parents, and the general public is required.
