The Opportunity: We are seeking to hire a Chief Operating Officer to maintain responsibility for the overall operations of the organization, including the Federally Qualified Health Center (Look Alike) primary care clinic.
What You’ll Do:
- Provide ongoing supervision and direction to Program directors including review of goals, objectives and strategies and ensuring that agency services are delivered in the manner needed for sound clinical care, funding and accreditation requirements.
- Provide guidance on clinical and financial matters for all aspects of the agency.
- Ensure services are provided consistent with funding sources and accrediting organizations as well as within the boundaries of clinical care consistent with the principles of Recovery.
- Provide input into the future direction of the agency and take steps needed to pursue the agency’s vision including local, state and federal initiatives, and the securing of grant funding.
- Troubleshoot services provided and resolve problems. Works with directors, managers, and supervisors to troubleshoot ongoing concerns and facilitate planning on future trends and services for the Agency. Ensure that the multiple service components of the Agency are operating most efficiently and take steps to redirect operations as needed to remain efficient and effective.
- Attend meetings, via in-person or virtual (zoom), of the major funding sources of the Agency including, but not limited to, ADM Board, Department of Job and Family Services, Ohio Department of Mental Health and Addiction Services, HRSA, the Courts, and other appropriate funding sources. Ensure that up-to-date information is available upon which to base direction and strategies for the Agency.
- Work with Human Resources, Information Technology, Finance, and Performance Improvement departments to provide staff the tools and information needed to make sure their work can be properly measured and accomplished.
- Assess changes to local, state and federal policy directives affecting the Agency’s services, operations, staffing, policy and general well-being, and evaluate for strategic opportunities and threats.
- Work with and analyze competitors to develop an understanding of their strengths and weaknesses and identify where mutual relationships may be developed to the benefit of both.
- Assist in the preparation of the Agency's budget, and monitor budget to identify adjustments that may be needed. Assess staffing patterns and service trend, and establish ongoing productivity expectations. Participate in intra-agency meetings including, but not limited to, Performance Improvement Committee, Research Outcomes and Compliance Committee, Justice, Equity, Diversity & Inclusion Committee, Recognition and Rewards Committee, Representative Payeeship Committee and Program Oversight Committee (Board).
- Prepare and/or review contracts and grants as directed by the CEO, and ensure reporting requirements are maintained and within expected outcomes.
- Negotiate contracts ranging from clinical service contracts to those dealing with all Agency operations as directed by the CEO.
- Maintain responsibility for program services to ensure that all accredited services are provided in substantial compliance with Commission of Accreditation of Rehabilitation Facilities (CARF), the Ohio Department of Mental Health and Addiction Services, and the Health Resources Services Administration (HRSA) accreditation standards. Maintain principle responsibility for the oversight of the Facilities Operations and Maintenance, Telecommunications Call Center, Clean Sweep, Mailroom, Client Reception, Administrative Assistant / Secretarial pool, and other areas as assigned by the CEO.
- Attend monthly Board of Director meetings. Attend and present material regarding Agency services as appropriate for the Program Oversight Committee of the Board.
- Assist with the planning and attend Agency fund raising events in the community.
- Maintain confidentiality of clinical and sensitive administrative information.
- Work assigned schedule and manage schedule in a professional and responsible manner.
- Exhibit regular and predictable attendance and work outside of normal schedule as needed to meet workload demands.
- Provide on-call services, and serve as part of evening and weekend on-call rotation if needed.
- This position is full-time (40 hours a week) working normal business hours.

What We’re Looking For:
- An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is: a Master’s Degree in Counseling, Social Work, Public Health, Business Administration; or an advanced degree in another related field; and more than seven years of progressively more responsible experience in middle or upper management and administrative capacity in a behavioral healthcare setting, including management of others, development and management of complex budgets, and contract negotiations.
- A current and valid driver’s license and auto insurance required.
- Knowledge of management principles and practices, leadership and visionary planning, strategic management, budget management, and operational management.
- Knowledge of employment laws and regulations, human resource management, non-profit social service fields, regulations and requirements.
- Knowledge of behavioral and primary healthcare laws, local community behavioral healthcare social service networks, behavioral healthcare funders and funding streams, mental health service delivery, and entitlement programs including SSA, SSI, SSDI, Medicaid, Medicare, and private insurance.
- Ability to apply advanced management principles to practical work situations.
- Excellent organizational, attention to detail and communication skills.
- Ability to work in a team environment and to effectively lead teams.
- Commitment to confidentiality, following rules of HIPAA.
- Proficiency in Microsoft Outlook.
- Skill in managing time and meeting deadlines.
- Ability to work non-judgmentally with individuals whose behavior and belief systems are incongruent with that of society and/or one’s own personal beliefs.
