Overview:
Provide key program and administrative support related to the Ryan White HIV/AIDS Program (RWHAP) Federal and State grants for services for People Living with HIV (PLWH) for CUC. Responsibilities include managing overall HIV grant efforts, optimizing the grant administrative process, preparing application and progress reports, ensuring compliance with grant regulations, reviewing grant proposals for HIV programs and educating staff on policies and procedures for HIV grant awards.

This position is a hybrid role, and we are actively seeking candidates who can commute to our office in Austin.
Responsibilities:
Essential Functions:
  • Manages fiscal compliance by working closely with the finance team and program budget managers, including those in the Operations and Clinical Departments, regarding HIV grant restrictions, expense tracking and spending, and documentation.
  • Adheres to grant timeline and calendar to ensure compliance and to maximize funding opportunities. This includes communicating upcoming deadlines, responsibilities, and follow‐through to ultimately ensure all stakeholders meet deadlines and fulfill their responsibilities for specific grant applications and reports.
  • Coordinates quality improvement programs including planning, developing, implementing and on‐going maintenance as it pertains to HIV programming within CUC.
  • Monitors changes to program guidelines, requirements and coordinates implementation of changes into daily program activities.
  • Identifies and proposes changes in processes and procedures that enhance program efficiencies.
  • Reviews program policy and procedure manuals to ensure compliance with governing regulations and funder requirements, communicates to program staff any recommended updates or revisions, and confirms that changes are made within a timely manner; assists with incorporating changes into program manuals as needed.
  • Performs routine and strategic internal monitoring of programs, finance, board and HR including reviewing procedure manuals, client files, training certificates, financial transactions, and documents associated with the program and/or department to ensure compliance with the various contracts that provide funding or otherwise govern the program/department.
  • Identifies problem areas that affect CUC’s ability to meet compliance standards and guides the development of action plans that will improve program or organizational procedures. Works proactively with various departments to implement new procedures, tools, and develops staff training plans as needed to communicate new compliance requirements.
  • Manages and coordinates reporting of performance data to funding sources and external partners; works with program managers and Finance department to ensure the timely and accurate submission of required reports.
  • Reviews monthly expenses related to assigned contracts and performs monthly comparison of actual expenditures to budgeted contract expenditures.
  • Partners with finance team to ensure accurate and timely submission of financial reports per federal, state, and local grant requirements.
  • Processes and prepares no‐cost extensions, carry‐over of funds, changes in key personnel, budget adjustments or amendments, and other project modifications.

Knowledge, Skills and Abilities:
  • Knowledge of federal, state and local laws, regulations and requirements that govern grants administration and finances in social and health services industries.
  • Strong interpersonal skills and the ability to build highly productive working relationships across the organization.
  • Strong organization skills and attention to detail.
  • Excellent analytical skills, including experience reviewing and identifying budgetary trends and variances and providing recommendations.
  • Proficiency in the use of a computer and commonly used software packages, including Microsoft Office Suite.

Qualifications:
Minimum Education:
  • Bachelor's Degree in related field. 1 year of additional relevant work experience may substitute for 1 year of the required education up to 4 years
Minumum Experience:
  • 2 years working with non‐profit grant processes and/or finance/accounting background Required and
  • 1 year experience working with state and federal grants
