Compassionate Home Health LTD is a start-up company located in Roseville, California, locally owned by highly skilled, experienced field clinicians handling complex cases in home health settings. We are looking for a hardworking, committed, detail-oriented, and results-driven Human Resources/Payroll Assistant to be part of our growing team. The HR position will join the Human Resource department and support an increasing staff/employee of CHH. The Human Resources/Payroll Assistant manages and supports all HR functions, including recruitment, onboarding, employee relations, benefits administration, compliance, and professional development. This role requires dedication, discretion, and a strong commitment to upholding company policies, values, and mission. Loyalty to the company is essential, demonstrated through maintaining confidentiality, prioritizing organizational interests, and fostering a positive work environment. The successful candidate will also provide accounting support to CHH financial accounting areas, including the accounts payable desk, account reconciliation, and semimonthly payroll processing. They are the primary contact for all accounts payable, accounts receivable, and payroll activities.

RESPONSIBILITIES:
- Assist in talent acquisition and recruitment processes
- Monitors all personnel and employment practices to ensure compliance with federal, state, and local laws
- Administers employee benefits program
- Ensures compliance with all contractual requirements relative to the human resources function
- Conduct employee onboarding and help organize training & development initiatives
- Promote to create an efficient and conflict-free workplace.
- Maintains Company records, personnel records,
- Assist with day-to-day operations of the HR department
- Guide employees through benefit enrollment
- Interpret policies and best-known practices to guide employees and managers.
- Addresses and resolves employee questions
- Monitors center worker’s compensation and OSHA programs.
- Develop and implement an effective new hire orientation program.
- Develops and implements staff development and training programs.
- Prepares and conducts performance evaluations.
- Attends in-service training sessions.
- Provide staff training to center management personnel regarding Human Resources.
- Process wage garnishment & 401K contribution payments (ADP)
- Process the semi-monthly payroll for exempt and non-exempt employees
- Monitor submissions of approved timesheets in the time & attendance portal
- Ensure valid data transfers to/from the payroll software (ADP)
- Serve as the first point of contact for payroll requests (check requests, inquiries, and pay issues
- Audit the payroll register & reconcile the payroll summary reports for each department after each payroll cycle
- Maintain confidentiality and discretion with information related to employees, managers, and department operations, without exception

QUALIFICATIONS:

- High school diploma or equivalent; BS/BA in accounting/business administration is a plus
- Six (6) months to one year of Human Resource experience is preferred. New Grads are welcome; we will train them.
- Proficient computer skills Mac (PDF, QuickBooks, Excel, Word, Numbers, computer data entry, etc.)
- Must possess the ability to work independently with little supervision
- Excellent verbal and written communication skills, research ability, and mathematical skills. Ability to read, write, and speak English required
- Proven excellent customer service skills and knowledge to be flexible, a team player, and interface professionally with all levels of internal and external
