Job Title : SATCOM Systems Engineer Location : Fort Meade, MDClient : DISAClearance : Active DOD Secret Job Description : CompQsoft is seeking a SATCOM Engineer to join our DISA program team in Fort Meade, MD. The engineer must have a high level of knowledge and experience to support the SATCOM Capacity Analysis Task which consists of architecting, developing, and reporting on current and future SATCOM capacity requirements for our Department of Defense (DoD) client. This is an excellent opportunity for an experienced Satellite Systems Engineer if you have an extensive knowledge of satellite communication systems and networks, and a proven track record of successful projects. Responsibilities (include, but are not limited to) : With minimum guidance provide top-level technical expertise, including performing in-depth and complex software systems programming and analysis.As the Lead, instruct, provide technical direction, and check the work of other task personnel and ensure milestones, customer requirements and project deliverables are met and delivered on time.Conduct systems engineering and requirements analysis to support the evaluation of current and estimation of future DoD needs for military and commercial SATCOM space segment and ground infrastructure.Determine and identify high level functional and technical requirements based on interactions with the DoD SATCOM user community and knowledge of the enterprise architecture.Consolidate and review requirements and prepare summaries to ensure compatibility between user segment and ground infrastructure and to support the evaluation of architectural alternatives (space and ground segments), industry proposals, and new technologies.Provide functional and technical requirements supportability and engineering analysis deliverables and recommendations in support of DoD SATCOM Optimization initiatives.Support the development of engineering artifacts supporting the Department’s vision of the DoD SATCOM architecture.Support system performance evaluation including throughput, response time, operational requirements, and system loading of DoD SATCOM users supported on military and commercial SATCOM.Design architectures to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces. and ensure these systems are compatible and in compliance with the standards for open systems and DoD architectures.Provide technical expertise and advice to Integrated Product Teams (IPTs), working groups (WGs), and other organizations, attend meetings, consolidate, and brief analysis results, and develop meeting summaries.Travel to attend engineering Technical Exchange Meetings (TEMs), attend internal / external project management meetings, develop briefing slides for Senior Leadership / project leads, develop white papers and support the development of transport related engineering studies.Perform analysis using Excel spreadsheets and visual basic automation and coordinate analysis results with internal and external stakeholders, incorporating feedback, as necessary.Provide engineering support to assist in determining interoperability and impacts of international and coalition partner (including NATO) communications requirements on the DoD SATCOM enterprise.Coordinate and develop briefings on NATO topics for the Satellite Systems Engineering Group (SSEG) and SATCOM Interoperability and Standards Committee (SISC) meetings. Experience / Qualifications : 5 years of experience in satellite systems engineering with end-to-end satellite communications systems and networks, including SATCOM terminals and gateways, modems, radio frequency subsystems, IP networks, and mobile wireless technologies.Experience in the DoD SATCOM community; DISA experience a plus.Knowledge of DoD policies governing acquisition and communication systems and networks.Experience providing strategic technical recommendations to senior-level customers and program managers, including authoring analytical, architecture, and engineering products such as whitepapers, analysis reports, or briefings. Experience advising clients on innovative approaches to a unique functional problem, and performing functional analysis, requirements analysis, timeline analysis, detailed trade studies, and business case analysis. Expertise in Systems and communications engineering, and requirements analysis to support the estimation of future DoD needs for military and commercial SATCOM.Expertise conducting technical analyses and working papers related to satellite communications capacity planning.Demonstrate the ability to translate complex technical issues into meaningful, understandable terms for various stakeholders.Must have an understanding of spacecraft subsystems, satellite communication systems, spacecraft operations, and ground control systems.
