Position Details
Under the direction of the Director of Payroll, plan, organize and oversee the timely preparation of the District payroll; assure maintenance and accuracy of District payroll records; coordinate functions to meet legal and contracted language to benefit the employee and the District; train, supervise and evaluate assigned personnel.
Essential Functions - Typical Duties
Analyze and coordinate the requirements of payroll, contract negotiations, County requirements, District requirements and applicable laws; analyze and evaluate situations and requirements and establish methods of meeting requirements for accuracy and efficiency of payroll systems.
Establish computer programs and other methods of attainment to meet the constantly changing needs of the District and District schools.
Assist in planning, organizing and implementing annual retroactive pay adjustments.
Interpret contract negotiations and coordinate requirements to meet established parameters; establish new precedures and programs as necessary.
Advise Director of problems meeting requirements and supplying supporting documentation; meet with administrative negotiators regarding contract negotiations and impact on payroll.
Develop new spreadsheets and programs to meet changing needs of the District and increase productivity; pilot and test new programs and spreadsheets.
Meet with employees regarding payroll-related issues; explain procedures to employees and administrators in person and in writing.
Train, supervise and evaluate the performance of assigned personnel; assign work and oversee timelines for completion; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions. Advise Director of personnel issues.
Audit transactions entered by support staff prior to payroll run and advise staff of errors; review exemption list for payroll errors; audit incoming personnel requisitions; advise personnel or sites of corrections and changes required.
Coordinate worker's compensation benefits into the payroll process; process abatements and overpayments; oversee the application of worker's compensation to the absence records to accurately established covered absence in compliance with the Education Code, worker's compensation, insurance carrier and District regulations.
Operate a computer to enter and balance Voluntary Deduction, additions, terminations, changes and adjustments; input retirement transactions and stipend payments; audit the District payroll / personnel database.
Perform activities related to payroll process, benefits, retirement, stipends, budget, audits, credit and collections and other areas as required.
Attend a variety of meetings as assigned.
Perform related duties as assigned.
Minimum Qualifications - Education and Experience
Five years of job related experience within specialized field with increasing levels of responsibility is required. Two years in a supervisory capacity.
