General description
Join the Fiscal Management team as an Appropriation Control Officer (Financial Analyst I, II, or III). Work involves being responsible for technical appropriation assistance, financial system support, accounting research, and training and support for large/complicated agencies. Interprets legislative provisions, including the General Appropriations Act (GAA). Monitors state agencies' legislative appropriations and cash activity for compliance with legislative requirements. Provides detailed guidance to agencies on Comptroller policies and procedures. Works with other oversight agencies on various issues including the implementation of legislative mandates, and research and analysis. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. The candidate must have the ability to learn new concepts quickly and apply knowledge appropriately in a highly active environment with ever-changing circumstances. Financial Analyst I - $5,333.33 - $5666.67
Financial Analyst II - $6,166.67 - $6,583.33
Financial Analyst III - $7,333.33 - $7,833.33
Minimum Qualifications
Financial Analyst I
- Graduation from an accredited college or university with a bachelor’s degree.
- Five years of experience performing one or a combination of any of the following: general financial/accounting functions, financial reporting, budgeting, or financial statement audit duties.
- Experience working with accounts, reconciliations, or revenues.
Financial Analyst II
- Graduation from an accredited college or university with a bachelor’s degree.
- Six years of experience performing one or a combination of any of the following: general financial/accounting functions, financial reporting, budgeting, or financial statement audit duties.
- Experience working with accounts, reconciliations, or revenues.
- Experience as a subject matter expert or trainer.
Financial Analyst III
- Graduation from an accredited college or university with a bachelor’s degree.
- Eight years of experience performing one or a combination of any of the following: general financial/accounting functions, financial reporting, budgeting, or financial statement audit duties.
- Experience working with accounts, reconciliations, or revenues.
- Experience with USAS.
- Experience as a subject matter expert or trainer.
Preferred Qualifications
- Graduation from an accredited college or university with a bachelor’s degree in Accounting, Finance, or Business.
- Experience working with Texas governmental agency(s).
- Experience with the Texas legislative process.
- Experience, knowledge and understanding of USAS.
- Experience preparing fiscal notes or analyzing and costing legislation.
- Experience researching and analyzing state statutes and/or the GAA.
- Experience with two or more of the following areas:
- SIRS Reports
- Comptroller Fiscal Policies and Procedure
- Budget/Legislative Appropriation Request preparation or submission
- Federal Funds management
- ABEST/USAS Reconciliation
Substitutions
One additional year of experience performing one or a combination of any of the following: general financial/accounting functions, financial reporting, budgeting, or financial statement audit duties may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

- Knowledge of complex integrated financial accounting systems.
