ABOUT THE Division
General description
Our Shared Services team is looking for an experienced and dynamic IT Solutions Architect to join our team and help guide the future of technology at CPA. As a IT Solutions Architect, you will blend your business acumen with your technical expertise to help the agency navigate potential pitfalls and achieve its goals. You’ll work with development teams, various stakeholders, and other solutions architects to evaluate the agency’s business needs and help determine how IT can provide technical solutions. We’re focused on digital modernization and you will be front and center to help guide those efforts. You will be the “go to” person that can handle the myriad of issues that may arise and work with all stakeholders involved to help overcome challenges and produce successful outcomes.
Work Hours
Monday through Friday, ranging from 6:00am-6:00pm, 40 hours per week, with occasional evening and weekend hours. Hours are subject to change based upon business need.
Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e. report to office 1 day/month, 3 days/week, etc.). Travel reimbursements are not provided for teleworking.
Minimum Qualifications
- Bachelor's degree.
- Six (6) years of professional experience in solution architecture, including problem analysis, requirements gathering, solution design, design documentation, architectural drawings, and process mapping.
Preferred Qualifications
- Bachelor's degree in computer science, computer information systems, management information systems or a related field.
- Five (5) years of professional experience in at least two of the following IT areas:
o Software Engineer or Software Architect
o DevOps or DevSecOps Engineer
o Project or Product Manager
o Release Manager
- Java, JavaScript, React.js, Node.js, Spring Framework, and other modern programming languages, libraries, and frameworks
- Microservices, RESTful APIs, CI/CD
- Natural, COBOL, Mainframe, CICS, Control-M, JCL
- JIRA/Confluence/Bitbucket
- Experience in both private and public sector
- Experience with using SQL in one of more of the following RDBMS products: Db2 z/OS, SQL Server, Oracle.
- Version control systems (i.e. Git, GitHub, BitBucket, Subversion, etc.)
- Serving in a technical leadership role on software development projects.
- Having been a member of an agile development team and delivered a final finished product into a production environment.
Substitution
One (1) additional year of experience working as a solution architect may substituted for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).
SUMMARY OF PHYSICAL REQUIREMENTS

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone, and client/customer contact. The job requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.
Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.
In this role you will:
- Evaluates business requirements and the existing environment to create a technical vision for solving the defined problem. Assesses different elements of business, information, and technology and determines how they can be applied and factored into the solution.
- Ensures new systems fit within the existing enterprise environment by accounting for all current processes, systems, and application architectures.
- Designs system architectures that balance technical feasibility with business objectives and project and environment constraints. Considers all technical aspects of software, hardware, and networks.
- Provides technical leadership to teams throughout the project lifecycle. Develops proof-of-concept projects to validate proposed solutions and reviews and validates solution designs from other team members.
- Assists the teams in keeping stakeholders updated on the development process by translating technical details into language that management and non-technical stakeholders can understand.
- Helps teams develop technical roadmaps, architecture diagrams, and establish timelines based on proposed solutions. Represents and supports teams in various settings and capacities, including Architectural Governance Team presentations, sprint reviews and product demos, and other meetings with stakeholders, management, and leadership as required.
- Attends various team, project, business, and other meetings as necessary to understand the problem(s) being solved
- Interviews key stakeholders to understand their roles and responsibilities
- Assesses the status of the work, the level of effectiveness, and identifies the bottlenecks and roadblocks. Works with Scrum Masters, Product Owners, Project Managers, Business Analysts, and others to create a plan for remediation.
- May develop code, performs tests, proof of concepts, prototypes, and other experiments to the extent necessary to help teams align their efforts to remove bottlenecks and roadblocks on their own.
- Makes recommendations to the teams and management for next steps and offers suggestions for keeping things moving forward
- Monitors progress, tracks metrics, provides status reports to management, and continues to facilitate for the teams to lead them to a successful outcome
- Gauges projects’ risks and develops mitigation strategies
- Facilitates communication between staff, executive management, vendors, and customers.
- Reviews and analyzes business requirements, legislation, project proposals, statements of work, contracts, policies, procedures, and other requests, to determine estimates, accuracy, completeness, necessary changes, impacts, and risks to applications, databases and environments.
- Gathers additional information from customers, management, and other sources when necessary to perform analysis assignments and help Product Owners, Scrum Masters, and Project Managers and section managers to prioritize the work to achieve maximum value for the customer.
- Researches and evaluates new products to determine the impact of incorporating the product into an environment and adding interfaces to existing systems.
- Documents analysis findings including issues, options, costs, estimates, impacts, risks, and dependencies.
- Assists in promoting and supporting the vision, strategy, roadmap and plan throughout IT and with business customers, both internal and external.
- Establishes and maintains performance measures and communicate expectations to section and area managers. Closely monitors progress in meeting goals. Track metrics and key performance indicators. Develops and implements corrective action plans as required.
- Works closely with other technical staff, architects, and CPA staff to develop innovative solutions that meet business needs with respect to functionality, performance, scalability, reliability, maintainability, security, realistic implementation schedules, system architecture and adherence to agency goals and principles.
- Researches business application best practices and makes value-added recommendations to management.
- Advises management on issues ranging from technical strategies and solutions to vendor technology integration.
- Facilitates and assists in the process of forecasting resource requirements and availability and matching staff to appropriate projects and maintenance activities in support of organizational goals and objectives.
- Oversees the contracted technical resources as assigned. Follows all required agency contract management policies and procedures.
- May provide direction in identifying objectives, establishing plans/milestones and success criteria, monitoring progress, managing issues and risks, and successfully delivering the desired results.
- Provide professional and technical insight to management to help identify the appropriate resources for agency projects
- May plan and execute training and knowledge transfer programs to provide proper mix of technical and functional skill sets among division personnel.
- Provides weekly and monthly reports to management on Application Services teams’ work completed, in-progress, and any risks that exist.
- Promotes a culture of continual process improvement and management by metrics.
- Delivers “on-time” and “within budget” business applications and services that satisfy internal and external customer requirements, provide superior customer experiences, and reduce agency costs.
- Develops, refines, and maintains processes and procedures in order to achieve a very high degree of system up-time.
Oversees and/or participates in the planning, design, coordination, implementation, support, and execution of disaster recovery exercises, processes, and systems to ensure continuity of operations for CPA’s critical Tier-1 systems.
Performs other related duties as assigned.
