About The Division

Join the Contract Administration & Procurement division as a Procurement and Contract Professional! . Work involves creating, developing, coordinating, implementing, and overseeing agency programs. Work entails planning resources, monitoring budgets, and providing consultative services and programmatic assistance to management, other state agencies, and other stakeholders, along with professional organizational analysis, policy analysis and oversight work. Work involves tracking and documenting information on suppliers, noting changes in market trends and pricing, along with analyzing, reporting and distributing information to management. Duties will also include cost optimization, supply stability and risk management. Work involves overseeing and implementing studies and evaluations, assisting with documenting systems and procedures, overseeing work simplification analysis, and evaluating operations and procedures. Will assist in the creation of plans and specifications which allow divisions to procure goods and services that will allow them to operate more efficiently and effectively. May lead cross functional teams.

Work Hours:

Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.


Qualifications


Minimum Qualifications

Education:

Graduation from an accredited college or university with a bachelor’s degree.

Experience:

  • Five years of experience establishing and cultivating relationships with awarded and prospective vendors.
  • Five years of experience negotiating contract requirements, terms, and/or pricing structures.
  • Five years of experience interpreting policies and procedures, to design programs, performing business process analysis, project management, procurement, contract administration, contract management, contract evaluation auditing, or monitoring of vendors.
  • Five years of experience evaluating problems, developing alternative solutions, overseeing studies, designing programs or training to implement policies and procedures, preparing concise reports, and work with diverse project team structures.
  • Five years of experience with methods of research, analysis, evaluations, development and execution of training curriculums, business processes, technical systems, or organizational development work.
  • Five years of experience with project management, supply chain management, procurement, training, or contract management and monitoring.
  • Five years of experience creating studies, plans, curriculums, policy and procedures, schedules, meeting, and/or work session facilitation.
  • Five years of experience evaluating procurement and contract metrics and projecting industry trends to implement appropriate responses and contingency measures.

Preferred Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree in Business, Public Administration, Supply Chain Management, Procurement, Computer Science, or Law.
  • Experience managing complex workloads, working with large teams, and coordinating/directing teams.
  • Experience planning, developing, drafting, managing, or overseeing contract instruments or solicitations.
  • Experience working with complex programs, managing projects, high value contracts, or conducting procurements (especially Information Technology).
  • Experience with market and supplier trends
  • Experience with interpersonal skills
  • Experience with written and verbal communication skills
  • One year of experience with a contract or procurement database.

Substitutions

  • One additional year of experience performing interpreting policies and procedures, to design programs, performing business process analysis, project management, procurement, contract administration, contract management, contract evaluation auditing, or monitoring of vendors work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).
  • Certification as a Certified Texas Contract Manager (CTCM) or Contract Developer (CTCD) may substitute for up to one year of the required experience or thirty semester hours (one year) of the required education but may not substitute for both experience and education.

Licenses and Certifications

Preferred Certifications:

  • Certified Texas Contract Developer (CTCD)
  • Certified Texas Contract Manager (CTCM)
  • Certified Business Analysis Professional
  • Project Management Professional (PMP)

Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) must be obtained within 6 months of employment. Must be duel certified within 12 months of employment.


SUMMARY OF PHYSICAL REQUIREMENTS

This position requires the incumbent to primarily perform sedentary office work, however, mobility (standing and walking) is routinely required to carry out some duties. It requires moderate computer, telephone, and client/customer contact. The job also requires normal cognitive abilities including the ability to learn, recall and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory abilities are needed for reading printed materials and computer screens and communicating with internal and external customers.

Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.

In this role you will:

  • Conducts thorough research on market trends, supply chain risks, and cost factors. Analyzes market conditions, assess supply sources, and recommend effective sourcing strategies. Identifies potential vendors and assesses their suitability based on the agency's requirements and objectives. Gathers and analyzes supplier data to aid in decision-making and monitors supplier performance metrics. Collaborates with procurement teams to develop sourcing strategies aligned with the agency’s goals. Mitigates risks by predicting future industry trends.
  • Assists business areas with studying and analyzing business processes and division needs. Advises division management and customers by identifying and clarifying priorities and defining scope, purpose, objectives, time frames, and resource requirements. Researches and evaluates systems, policies, procedures, and operations. Documents research to create studies, specifications, statements of work, schedules, and/or project plans as needed. Identifies areas for improvement within the procurement and contract management process and recommend solutions for efficiency and cost-effectiveness.
  • Coordinates and facilitates information gathering for divisions including setting up, leading, and facilitating meetings. Establishes and cultivates relationships with prospective and awarded vendors. Assists with contract negotiations for awarded contracts. Reviews comprehensive technical records and reports that present and interpret data and identifies alternatives. Writes justifications and recommendations. Creates meeting notes, business process diagrams and reports as needed. Prepares reports, dashboards, and presentations for internal stakeholders to highlight sourcing strategies, risks, and savings opportunities. Attends conferences and trainings related to strategic sourcing and vendor solution offerings. Facilitates demonstrations and discussions with vendors on their products and solutions.
  • Performs other related duties as assigned.
