Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

Manager V: $8,750.00 - $9,500.00

Manager VI: $9,916.67 - $10,583.33


Minimum Qualifications

Manager V

Education:

Graduation from an accredited college or university with a bachelor’s degree.

Experience:

  • Five years of supervisory or team lead experience providing supervision, guidance and serving as a mentor and motivator to section employees; including experience with performance evaluations, or coaching, and counseling for improved performance.
  • Four years of experience in contract administration, management, evaluation, or monitoring of contract providers.
  • Three years of experience with process or systems analysis in any one or combination of the following: general ledger/commitment control, purchasing/e-procurement, accounts payable, billing/accounts receivable, inventory, asset management, project costing, customer contracts, grant accounting, or planning and budgeting systems.
  • Two years of experience working with PeopleSoft Financials modules, or PeopleSoft Supply Chain Management modules.

Manager VI

Education:

  • Graduation from an accredited college or university with a bachelor’s degree.

Experience:

  • Seven years of supervisory or team lead experience providing supervision, guidance and serving as a mentor and motivator to section employees; including experience with performance evaluations, or coaching, and counseling for improved performance.
  • Five years of experience with contract administration, management, evaluation, and monitoring of contract providers. Responsibility includes managing contracted workforce in a hybrid work environment.
  • Four years of experience with process or systems analysis in any one or combination of the following: general ledger/commitment control, purchasing/e-procurement, accounts payable, billing/accounts receivable, inventory, asset management, project costing, customer contracts, grant accounting, or planning management.
  • Three years of experience working with PeopleSoft Financials modules or PeopleSoft Supply Chain Management modules.
  • Some experience working in a project environment that could include multiple projects moving simultaneously. Must have the ability to allocate appropriate resources and determine how to best implement viable and long-term solutions.
  • Some experience developing and maintaining positive working relationships with internal and external customers, coworkers, and staff. This would include maintaining a good working relationship with vendors.

Preferred Qualifications

Manager V

Preferred Education:

Graduation from an accredited college or university with a bachelor’s degree in Business, Finance, Accounting, Management, Computer Science, Information Systems, or Information Technology.

Preferred Experience:

  • Experience managing large IT projects or programs.
  • Experience deploying ERP initiatives.
  • Experience using the State of Texas statewide financial systems (USAS, SPA, TINS or CAPPS).

Manager VI

Preferred Education:

  • Graduation from an accredited college or university with a degree in Business, Finance, Accounting, Management, Computer Science, Information Systems, or

Preferred Experience:

  • Some experience planning functions to meet performance targets and improve operations while following division and agency policy and procedure; plans and develops the budget and business plan for the section.
  • Some experience working with State of Texas statewide financial systems (USAS, SPA, TINS, or Centralized Accounting and Payroll/Personnel System (CAPPS)).
  • Experience leading and managing large, complex projects.
  • ITIL processes and tools.

Substitutions

  • One additional year of supervisory or team lead experience may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours (four years).

Licenses and Certifications

Preferred: Certified Texas Contract Manager (CTCM) and/or Information Technology Infrastructure Library (ITIL) 4 Foundation.

ITIL Training as outlined in the CAPPS ITIL Journey is required to be completed by December 31 of every year. New hires are required to complete their initial CAPPS ITIL Journey training by December 31 following their new employee six month probationary period. The Information Technology Infrastructure Library (ITIL) is a set of detailed practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business. Certification is not required, but ITIL training to enable resources to practically apply the principles as part our Service Desk structure is required. These classes are in addition to, and do not substitute for any training requirements at the division or agency level.

SUMMARY OF PHYSICAL REQUIREMENTS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone, and client/customer contact. It requires the ability to bend, stoop, kneel, and reach as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.

Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.

In this role you will:

Provides supervision and guidance to section employees.

  • Monitors work performance, conducts timely evaluations for staff, develops competencies, and resolves employee issues according to agency policy.
  • Grants security to personnel based on the best practice of “least privileged access”.
  • Coordinates the approval of employee and contractor time accounting in accordance with division policy and current contract requirements.
  • Serves as a model, mentor and motivator to employees.
  • Demonstrates professional conduct and adherence to agency policies.
  • Ensures the professional development of section personnel through activities such as classroom training, on-the-job training, job rotations, cross-training, special assignments, and projects.

Provides CAPPS Financials core system, deployment, and expansion support. Leads, teaches, and mentors production support staff in duties including, but not limited to:

  • Oversees and/or plans, designs, develops, implements, supports, and maintains the information technology security measures to safeguard system information.
  • Provide system expertise and functional support throughout the application development and application change processes, including duties associated with integration between CAPPS Financials and other CPA legacy systems, as needed.
  • Develop reporting and system requirements.
  • Perform customer-facing responsibilities in support of the CAPPS deployment efforts for Central and Hub agencies.
  • Analyze agency specific fits/gaps and determine impact to agency business processes.
  • Perform configuration and prototyping based on direct interaction with designated agency personnel and in accordance with best practices.
  • Provide training assistance and User Acceptance Testing support for designated agency personnel.
  • Coordinate and perform functional deployment “go live” cutover activities in concert with technical resources.
  • Develop functional design documents for all required code modifications.
  • Coordinates and/or tests and diagnoses systems to ensure critical requirements are met.
  • Active participation in the Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities.
  • Plan and participate in all disaster recovery exercises and serve as an ERG Primary Telework participant.
  • Oversees and/or trains staff prior to the implementation of technical and/or systems upgrades and offers advice and guidance during the implementation process.
  • Provides mentorship for Agency Services personnel as opportunities for cross-training and knowledge sharing are presented.

All production support is expected to account for the system interdependencies with other functionality, modules, legacy systems, reporting needs, and overall data integrity.

Perform ongoing planning functions to meet performance targets and improve operations while following division and agency policy and procedure; plans and develops the budget and business plan for the section.

  • Establishes and maintains performance measures and communicates expectations to section staff.
  • Monitors progress in meeting goals and key performance measures, develop and implement corrective actions plans as required.
  • Evaluates section operations to identify short, mid-, and long-term goals and objectives.
  • Oversees personnel management activities of the section including hiring staff, employee recognition and development, and disciplinary actions.
  • Develops and evaluates budget requests; monitors contract adherence, and monitors budget expenditures.

Develops and maintains positive working relationships with internal and external customers, coworkers and staff.

  • Provides assistance to state agency personnel as requested.
  • Effectively manages multiple priorities and responds to letters, memos, and requests for information.
  • Coordinates the availability of staff to unsure knowledgeable and adequate representation is available for all schedule meetings, weekend/evening work, Comptroller holidays, etc.
  • Emphasizes customer service within the section and implements creative solutions to enhance customer satisfaction relative to internal processes and procedures.

Performs other duties, as assigned.
