About The Division

Join the Human Resources as a Supervisor! Work involves administering the daily operations and activities of the Human Resources Employee Relations team. Manages workforce planning and scheduling, and develops goals, objectives, and guidelines. Plans, implements, and monitors compliance with agency policies and procedures and federal and state laws, rules, and regulations. Identifies issues and trends and oversees development and implementation of process improvements. Manages the development and preparation of reports, correspondence, project updates, summaries, analysis, plans and other written materials. Represents Human Resources in meetings, workgroups, conferences, committees, panels, and other events as needed. Supervises the work of others.


Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination


Qualifications


Minimum Qualifications

  • Bachelor’s degree.
  • 5 years’ experience leading, supervising, or managing others.
  • 5 years’ experience managing leave, time, benefits and employee relations.
  • Experience in reporting and data analysis.
  • Experience in process improvement.
  • Experience developing performance plans and evaluations.
  • Experience creating and conducting training.

Preferred Qualifications

  • 5 years’ experience defining goals, managing projects, and implementing changes.
  • 3 years’ experience reviewing, analyzing and responding to legislative bills and inquiries.

Substitutions

  • Education requirement may be substituted with up to four (4) years of related experience.

Licenses and Certifications

  • A valid Texas (or state of residency) driver's license, current proof of automobile insurance and a satisfactory driving record are a condition of employment.
  • Preferred Certification(s): Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR).

SUMMARY OF PHYSICAL REQUIREMENTS

Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.


In this role you will:

  • Hires, manages, and provides guidance and professional development to the Human Resources Employee Relations team which includes but is not limited to employee complaints, disciplinary actions, Family and Medical Leave Act (FMLA), Special Leave, Worker’s Compensation, and Benefits.
  • Provides direct reports with work assignments, supervisory direction and information on responsibilities and performance standards.
  • Manages the work planning and scheduling, and develops goals, priorities, objectives, guidelines, and rules.
  • Develops work performance plans and conducts performance evaluations.
  • Oversees the development and advancement of Employee Relations staff through training and effective use of employee development plans.
  • Manages employee time and leave responsibilities and all other required Human Resources activities with program staff.
  • Develops process to provide an overall framework that encourages employee contribution, cross-training and includes goal setting, feedback, and performance development training.
  • Provides guidance, technical assistance, and policy interpretations regarding Human Resources policies and procedures to agency management, staff, external entities and stakeholders.
  • Coordinates audits of Employee Relations, FMLA, Special Leave and Benefits systems and processes and manages cross-program collaboration to produce data to requesting entities and prepares management and productivity reports
  • Identifies knowledge and process gaps and recommends improvements and changes in processes, functions, and performance.
  • Researches and recommends innovative techniques and solutions to achieve effectiveness and consistency within Employee Relations and Benefits and monitor progress.
  • Develops informative communications regarding guidelines and provide information to the agency and internal and external stakeholders regarding Employee Relations administrative functions.
  • Administers the daily operations and activities of the Human Resources Employee Relations team.
  • Plans, implements, and monitors Employee Relations and Benefits compliance with Human Resources policies and procedures.
  • Identifies program issues and trends and oversees development and implementation of process improvements.
  • Provides technical guidance to internal and external stakeholders, external organizations, and agencies regarding Human Resources policies and procedures.
  • Monitors compliance with all federal and state laws, regulations, and rules.
  • Oversee the development and implementation of Employee Relations workflow, productivity, and quality assurance measures to meet agency needs and program requirements.
  • Develops and implements quality assurance processing methodologies to assess compliance with program policies and procedures
  • Develops program operations priorities and manages the development and preparation of studies, special projects, audits, and analysis and to evaluate the effectiveness of Employee Relations processes and functions.
  • Directs the development and preparation of reports, correspondence, special projects, summaries, plans, presentations, and other written materials to communicate recommendations for changes or improvements.
  • Develop budget requests, monitor expenditures and make budget recommendations.
  • Provides data and technical guidance in accordance with HR leadership to manage Employee Relations resources and priorities.
  • Serve as a liaison, representative, and subject matter expert for Employee Relations for internal and external stakeholders and external organizations and other agencies.
  • Represents Human Resources at meetings, workgroups, conferences, committees, panels, and other events as needed.
  • Performs other duties as assigned.
