Summary

We are seeking a highly skilled and experienced Senior Data Developer/Business Analyst to support Data Modernization Initiative (DMI) projects. The initiative focuses on modernizing data systems to improve public health analytics, enabling researchers, epidemiologists, and policymakers to make informed decisions. The role involves creating a consolidated Enterprise Data Platform using modern cloud tools like AWS and Snowflake and transitioning legacy systems to this new platform.

The ideal candidate has expertise in project requirement analysis, data management, stakeholder collaboration, and translating business needs into technical specifications. This position requires excellent documentation skills, the ability to articulate feedback on project processes, and a strong ability to manage both business and technical stakeholders.

Duties and Responsibilities

• Develop and document detailed functional, technical, and business requirements for projects of varying complexity.
• Create business and technical documentation to support both development teams and end users.
• Collaborate with internal and external stakeholders to gather requirements and provide feedback throughout the project lifecycle.
• Follow established PMO standards and procedures.
• Communicate milestones and define delivery timelines based on capacity and prioritization.
• Ensure timely delivery of solutions that meet requirements and expectations.
• Investigate, design, and implement business solutions, including major upgrades or enhancements to existing systems.
• Perform complex data analysis and translate business needs into data solutions.
• Provide data training to end users to ensure a clear understanding of data platform components and BI reports.
• Cross-train peers on subject matter and technical expertise.
• Collaborate with architects, developers, and analysts to build and present use cases.
• Translate business requirements into technical specifications for development teams.
• Participate in requirements and solution review sessions for data platform implementation.
• Lead presentations of requirements analysis to management, technical, analytical, and business stakeholders.
• Assist with project planning and prioritization in collaboration with project managers and directors.

Qualifications

<>Minimum Experience/Skills:

• Proven experience in creating, reviewing, and maintaining end-to-end data platform requirements.
• Strong communication skills for explaining solutions to technical stakeholders, vendors, and business users.
• Experience handling sensitive healthcare information with knowledge of HIPAA and data privacy controls.
• Extensive knowledge of data warehouse and enterprise data solutions.
• Expertise in data analytics and profiling.
• Proficiency in building test cases to validate requirements.
• 2 years of experience with cloud database platforms such as Snowflake.
• Familiarity with AWS cloud services.
• Excellent SQL query skills.
• Experience with at least one BI tool (e.g., Tableau).
• Strong ability to work both independently and within teams.

Preferred Experience/Skills:

• Experience in the healthcare sector.
• Exceptional documentation and presentation skills.
• Hands-on experience with Amazon Web Services (AWS).
• Snowflake certification.
• Tableau reporting experience.
