Overview
The Project Specialist will plan and direct all major overhauls, station outages and low frequency PMs, as well as maintain the integrity of the Contractor Admin Process. They will be responsible for Maximo and Engage (E-Plan, DATA Splice, and Maintenance Technical Library) along with other administrative and training functions in various computer applications. Various meetings will be conducted as necessary to facilitate activities to ensure compliance and cost management. It will be expected that the individual will network with a number of levels of management, union, and outside contractors to ensure efficient operations. The Project Specialist is also responsible for managing capital projects for the station. This includes ensure all project scoping documents are detailed, coordinating meetings with project stakeholders, manage project schedule and manage project close out.Responsibilities
Core Responsibilities- Serves as the station's outage coordinator (directing all services and material requirements (i.e., purchase requisitions, stock, and non-stock items), for all scheduled and forced outages. Analyzes work scope and requirements for all outages with Company Engineering support.
- Responsible for overseeing the web-based MAXIMO application. Chairs the daily WORM meeting and updates each work order as a result of each meeting. Provides MAXIMO training for all employees. Ensure work plans are established and loaded into Maximo or Engage (E-Plan, DATA Splice, and Maintenance Technical Library).
- Maintains the integrity of the Contractor Administration Process, ensuring the process is audit ready and CAM compliant.
- Works with System Engineering, Operations, EH&S, and Technical groups to develop Maintenance Procedures for infrequently performed evolutions, e.g. Low frequency PMs and Overhauls.
- Chairs the 59th Street Outage and PM review meetings.
- Oversees all compliance and preventive maintenance work orders for the location. Provides lists reflecting the status of these items.
- Creates Weekly and Outage work schedules by conducting weekly scheduling meetings with Operations, Maintenance, I&C, and Engineering.
- Specifically, leads the effort in establishing the outage list, creates the dollar estimates that supports each outage task and provides daily outage updates during the outage window. Coordinates the PM repairs for all rotating equipment (i.e. pumps, motors, turbines, fans, etc.).
- Works with the stations budget analyst in preparing a budget plan which includes accurate funding required to complete yearly PMs.
- Will assist in preparing planning packages and fill in for the planning supervisor and/or planning administrator.
- Utilizes appropriate mainframe and/or personal computer applications. Maintains the integrity of the system used through established security practices.
- Updates and maintains station's critical spare parts inventory by ensuring sufficient stock levels are available.
- Strives to improve morale and productivity of subordinates. Adheres to Company rules and terms of the Collective Bargaining Agreement. Determines appropriate disciplinary action, conducts interviews, participates in settlement of grievances, and evaluates subordinates' work performance.

- Track submission of Engineering Service Request (ESR) and a Property Record ruling as requested.
- Ensure all project scoping documents are detailed to allow engineering to start design activities, coordinate, and participate in engineering design review meetings.
- Establish and manage project schedule and provide updates on current working estimates for all projects to staff.
- Oversee all project funding from appropriation to project close out.
- Ensure a thorough review occurs for all design packages by Project Team, user organization, Construction and Construction Services. This review must include a constructibility review along with identifying any equipment outages needed to complete the project.
- Ensure all engineering packages specify all required startup testing that must be performed and provide project documentation (as-built drawings, functional testing, operating diagrams, user manuals, instrument settings, system descriptions, etc) to user organization.
- Manage project close out meeting to develop lessons learned and corrective actions.
- Ensure all applicable project management procedures are followed.
- Responsible for the preparation, integrity, and maintenance of all records within the project scope. Ensure that all records, including appropriation reference materials, are kept current and available.
Qualifications
Required Education/Experience- Bachelor's Degree and 5 years equivalent work experience in power plant environment, electrical and mechanical equipment or
- Associate's Degree and 6 years equivalent work experience in power plant environment, electrical and mechanical equipment or
- High School Diploma/GED and 7 years equivalent work experience in power plant environment, electrical and mechanical equipment
- Bachelor's Degree and 5 years' equivalent work experience in power plant environment, electrical and mechanical equipment
- Knowledge of safe work practices/procedures and use of appropriate personal protective equipment. Required
- Strong oral and written communication skills and ability to effectively interact with
- both internal and external customers, support staff, and various levels of management and union. Required
- Proficient in the following computer programs/applications Microsoft office, work
- management systems such as Maximo. Required
- Knowledge of material procurement, outage coordination, technical report writing, scheduling, technical drawing interpretation, purchasing, power plant maintenance. Required
- Ability to work as part of a team. Required
- Knowledge and experience with steam turbines, gas turbines and generator overhauls, overhaul specifications, practices and methods. Preferred
- 1-3 years of supervisory experience with proven skills to motivate people. Preferred
- Driver's License Required
- Other: TWIC-Transportation Worker Identification Credential 1 1/2 Yrs Preferred
- Certified Project Management (CPM) Preferred or
- Project Management Professional (PMP) Preferred
- Ability to respond to system emergencies
- Able to work in all weather conditions, i.e. excessive heat and/or cold
- Perform heavy manual labor, i.e. push, pull, and lift up to 50lbs
- Ability to carry tools and materials when climbing ladders and scaffolds, and entering confined spaces
- Work in, under, and on top of all types of company vehicles and/or equipment
- Ability to work in adverse conditions that include, noise, confined spaces, and high elevations
- Ability to climb ladders and stairs
- Ability to work on elevated platforms, scaffolds, catwalks, roofs, and/or other equipment
- Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
- Ability to work with, and in, the vicinity of high voltage and/or other high-energy systems
- Ability to be approved to wear and use either a full or half-face respirator and self-contained breathing apparatus (SCBA), without facial hair or other conditions that may interfere with the seal, in accordance with OSHA regulations
