Concho Valley Community Action Agency is seeking a Community Programs Director. This full-time position directs and participates in the development, interpretation, evaluation, and recommendation of policies, procedures, rules, and regulations for the effective operations of all Community Programs (CSBG & CEAP). In addition, the Community Programs Director collaborates and participates with the CVCAA Leadership Team in determining needs and to assist in planning, implementing, and evaluating all agency programs. The Community Programs Director answers directly to the Executive Director of Concho Valley Community Action Agency. This position requires managing staff, resources, and administrative processes to fulfill the mission, vision, and goals of CVCAA.
Essential Job Duties:
- Responsible for Supervising and monitoring the daily operations of the Community Services Block Grant (CSBG) and the Comprehensive Energy Assistance Program (CEAP) and any other community programs at CVCAA. Coordinates Case Management of clients.
- Manages all staff within the community programs department.
- Collects and analyzes data compliance for community programs including the agency Community Action Plan, Strategic Plan, and Community Needs Assessment. Ensures Results Oriented Management and Accountability (ROMA) principles are compliant within all agency plans.
- Responsible for the community program’s strategy.
- Designs policies, procedures, and strategies to meet program objectives.
- Develops and manages program’s budget.
- Oversees and implements client intake, applications and eligibility processes and procedures.
- Conducts file reviews for compliance with all community programs. Ensures agency programs are up to date on requirements set for the by funding sources.
- Evaluates programs to ensure quality and effectiveness and implements changes in program design and administration as appropriate.
- Compiles and presents reports at CVCAA board meeting or other agency meetings.
- Attends annual conferences and trainings for agency programs.
- Enters monthly and yearly reports for community programs. Ensures accurate reporting of community programs to our funding sources. Performs electronic upload of program files for monitoring and reporting purposes.
- Any other duties as assigned by the Executive Director.
Additional Duties As Needed:
- Provide assistance and case management support to low-income families in the Concho Valley
- Complete client applications, including income qualification and eligibility determination, while maintaining compliance with all aspects of the programs.
- Provide referrals to local agencies to assist the client and follow up by collaborating with those organizations through networking opportunities and meetings
- Assist clients in developing self-sufficiency plans
- Other duties as assigned

Qualifications:
- College degree required with relevant experience in program management, or a combination of education and relevant work experience.
- Excellent verbal and written communication skills with exceptional attention to detail.
- Strong organizational, supervisory, administrative, and budget management skills required. Must be able to work independently and collaboratively.
- Ability to multi-task and meet deadlines within program requirements.
- Ability to represent CVCAA to a broad range of organizations and individuals.
- Proficient computer skills including Microsoft Office 365 software programs.
- Experience in working with families in poverty and understanding of crisis assistance.
- Certification for Results-Oriented Management and Accountability (ROMA) Implementer/Trainer preferred.
