General Summary
The Legal and Compliance Specialist serves key role in reviewing and managing organization’s contracts, as well as handling legal and regulatory compliance with Health Insurance Portability and Accountability Act (HIPAA) requirements.

Essential Job Functions
  • Performs initial legal review and analysis of contracts and provides clear and accurate analysis to reviewing attorney; facilitates contract review, approval and signature process, including performing necessary research and communication.
  • Serves as the organization’s contract management system and contract records manager.
  • Supports the HIPAA Privacy Officer by serving as the organization’s HIPAA compliance program manager, trainer and record keeper. Performs event investigations, remediation, and documentation, including proper reporting of violations or potential violations to enforcement agencies as appropriate. Reviews HIPAA authorizations and manages document destruction for the organization.
  • Identifies potential areas of compliance vulnerability and risk, develops/implements corrective action plans and provides general guidance on how to avoid potential violations in the future.
  • Prepares communications and develops effective training materials related to privacy and HIPAA compliance, including introductory training for new employees as well as ongoing training for all employees.
  • Performs legal research and monitors litigation and other legal developments.
  • Maintains a strong working knowledge of federal and state data privacy laws, including the Health Insurance Portability and Accountability Act and the Health Information Technology for Economic and Clinical Health Act ; analyzes legal developments, assists in resolving complex legal issues, and provides necessary and useful information to CPS staff.
  • Assists with department project management.
Education and Experience
  • Bachelor’s degree is required, or in place of degree, 10 years of relevant experience as a paralegal or contracts administrator.
  • Experience with HIPAA compliance program requirements, coordination, training, and recordkeeping required.
  • Certified in Healthcare Privacy Compliance (CHPC) or similar certification is preferred.
  • Experience working in the employee benefits field or with life, health and disability insurance products is preferred.
