The Position:
We are seeking a dynamic and bilingual (English/Spanish) HR and Office Manager to join our team. This position will run human resources initiatives and office operations, ensuring efficiency and smooth workflow across the company. The ideal candidate will excel in managing recruitment, employee relations, payroll, and benefits while ensuring smooth day-to-day office management. This is a front of office position and frequently talks with employees and answers the phone for general inquires. This is a key position and acts as the “glue” to ensure we can run a business we can be proud of.
Specific Duties:
Recruitment:
- Develop and execute recruitment strategies to attract qualified candidates for both field and office roles- focusing on filling approximately 20 positions a year including field and office roles.
- Create and post job advertisements on various platforms, including job boards, social media, and industry networks
- Source and screen candidates, conduct initial interviews, and coordinate with hiring managers to make selections
- Build relationships w/ local workforce organizations, trade schools, and community groups to build a talent pipeline
- Track recruitment metrics and provide regular updates to leadership
Onboarding:
- Plan and facilitate a seamless and positive onboarding experience for new hires, including company systems
- Prepare new hire paperwork and ensure compliance with all employment regulations
- Conduct orientation sessions to familiarize new employees with company policies, safety procedures, and culture
- Perform post onboarding follow up call to see how their experience is going with supervisor
Payroll and Human Resources Support:
- Manages weekly payroll and support including payment of payroll taxes, 401K contributions, quarterly/annual tax reports, including but not limited to W-2’s and 1099’s
- Maintains personnel files, and tracking compliance with HR policies
- Manage employee timekeeping systems and ensure payroll submissions are accurate and timely
- Coordinate benefits administration and Assists employees with personnel questions, including benefits and systems
- Manages employee handbook updates and distribution
- Responds to unemployment claims
- Tracks employee paid time off requests and use
Office Administration:
- Oversee daily office operations, supply management, and administrative support
- Ensure the office is well-maintained, organized, and equipped to support team productivity
- Manage incoming and outgoing correspondence, including emails, calls, and mail distribution
- Manage gate codes and office access
Project Coordination Support:
- Water meter reporting and contractor license upkeep and mgmt.
- Manage contractor licenses, renew when needed
- Requests insurance certificates when needed
- Provide administrative support to project managers, including preparing reports, maintaining project documentation, and scheduling meetings
- Coordinate with vendors, suppliers, and subcontractors to ensure timely delivery of materials and services
- Monitors daily vehicle inspection reporting adherence
Compliance and Reporting:
- Maintain compliance with company policies, OSHA standards, and other regulatory requirements
- Prepare and distribute internal reports as needed
- Monitors and issues motor vehicle registrations and ensures renewals are processed on a timely basis, 470 passes and gas cards
- Collects information for auditing purposes
Leadership and Team Support:
- Act as the primary point of contact for office-related inquiries from employees and management.
- Foster a positive and professional work environment
- Plan and organize company events, including team-building activities, training sessions, and celebrations.
- Support initiatives to foster a positive and inclusive workplace culture.
- Performs other duties and responsibilities as necessary to ensure Company goals are met or exceeded
The Ideal Candidate Has:
Bilingual in English and Spanish (required)
Previous experience in recruiting, HR, or a related field, preferably within construction or a similar industry.
Proficiency in Microsoft Office Suite and familiarity with applicant tracking systems (ATS).
Knowledge of employment laws and hiring best practices.
3 years of experience in office management, preferably within the construction or a related industry.
Extreme organizational skills and attention to detail
Excellent computer skills: 1) General understanding of advanced computerized accounting systems, 2) Excellent working knowledge of Excel, 3)Strong attention to detail with unwavering integrity
Must be reliable, have a strong work ethic, positive attitude, good communication skills and be very safety oriented
