The Quality Assurance Representative is responsible for observing and reporting on contractor activities to ensure compliance with contract requirements, safety regulations (EM 385-1-1), and established construction practices. QARs monitor debris removal operations, document contractor performance, and provide detailed reports on work progress, adherence to safety protocols, and compliance with plans and specifications. They maintain professional working relationships with contractor personnel, clarify standard requirements, and provide general guidance on accepted methods and practices. While they may offer suggestions to contractors, they are not authorized to approve deviations from approved plans or specifications. QARs must have a minimum of two years of experience in construction inspection, quality assurance, or a related field, with a fundamental understanding of construction methods, materials, and safety protocols.
