The Contract Specialist researches contracts available through government procurement entities, identifies opportunities, and manages the contract bidding process, while continually developing relationships with clients and prospective clients. This position provides administrative support to upper management in a fast-paced environment. All duties must be performed in accordance with client and company policies and standard operating procedures, following all state and federal regulations.
Overview of Duties and Responsibilities:
· Reviewing and evaluating proposal plans and contract specifications
· Developing and presenting contract negotiation strategies to stakeholders
· Negotiating contract terms, conditions, creates bids quotes, and pricing analysis spreadsheets
· Amendments in the scope of work as proposed by the client
· Gather additional contract information from the client; this will include phone screenings and email correspondence to construct a winning proposal
· Ensuring compliance with company policies and government/federal regulations
· Managing contracts from initiation through to closure, including preparing contract amendments, extensions, and terminations
· Maintaining accurate and up-to-date contract records and documentation
· Assessing contract performance to identify risks and issues and ensure resolution
· Coordinating with legal departments to address contract disputes or issues
· Providing advice and guidance on contract matters to project managers or other operational staff
· Conducting market research to inform procurement strategies and decision
Pricing Analysis:
· Utilized to estimate the required bill rate on a proposal. Pricing analysis will combine multiple components of the proposal to reach an estimated bill rate.
· Communicate clearly and effectively with clients, addressing any questions or concerns in a timely manner.
Business Development:
· Identify new business opportunities through research
· Utilization of government procurement sites
· Identify new avenues to generate business within the government sector
Training
Attending webinar and in-person training, to learn the procedures for Government proposal and pricing writing. Including the necessary steps for writing the pricing proposals and assisting with the technical proposals on all RFP’s
Administrative Support:
Provide administrative support to upper management
· Including, but not limited to create new contracting processes, update current templates, screen phone calls for contracting questions/concerns, calendar trainings and/or webinars for the contracting department, complete vendor registrations for new business avenues, coordinate, and schedule meetings
· Provide analyses and recommendation to management
· Collaboration and coordination with regional managers
· Data entry, filing, drafting correspondence, and other administrative task
· May be tasked with other duties within the scope of the position that are not listed
Qualifications:
· Proven work experience as a contract specialist or in a similar role
· Procurement experience is a plus
· Knowledge of government contract management
· Knowledge of legal requirements involved with contracts
· Excellent negotiation and communication skills
· Ability to draft contractual agreements and terms
· Strong analytical and strategic thinking skills
· Attention to detail and the ability to spot errors and inconsistencies
· Bachelor’s degree in law, Business Administration, or 2 years of relevant work experience

· Must be at least 18 years old and able to provide documentation showing authorization to work in the US.
· Employment is conditioned on successful completion of background check
· If prior military must provide DD214 discharge document with discharge status upon job offer

The bonus is paid as follows: $600.00 for 90 days of continuous employment.
