Administrative Specialist

Hourly Wage: $21.11/Regular/Full-Time
The Administrative specialist is responsible for daily program functions within the Zoning Administration office while providing a prominent level of professionalism and guest service to create good working relationships with all our customers, construction contractors, sub-contractors, and outside agencies. The incumbent is responsible to coordinate and provide assistance to all Yakama Enrolled or descendants (with verification) seeking application for land use, land use change and building use permits. Types of permits cover agricultural, residential, commercial, industrial, reservation restricted area, planned development, and special property. This position will network with other Tribal programs, BIA programs, as well as local city and county programs on and off the reservation. Responsible for research of cases or permit information, assemble maps, plats, charts, development plans, and assist with site selection criteria. Will conduct field reviews and site inspections on occasion, as assigned. Collect and prepare land use documents to present at Board of Adjustment hearings. Responsible for organizing and maintaining a filing system for all documents. Prepares and processes all purchase requisitions, purchase orders, travel authorizations, and journal entries if needed. Will be responsible for keeping an accurate CUFF account and updating the leave audit for the program staff. Will answer phone calls, respond to emails and letters on a regular basis. Occasionally conduct field reviews or site inspections and prepare reports of findings. Regularly reviews daily business operations and activities with supervisor.
Examples of Work Performed:
Will assist and explain the process of submitting a complete application for building permits, zoning issues, and land use changes for all applicants.
Verify all required back up documentation such as Farm Plan, Title Status Report, Contractor's information, Finance information, Stamped Schematic Drawings, floor plans or blueprints, Design Drawing for septic and drain field, water system design and electrical reports upon application submittal and review with applicant for any missing requirements.
Prepare and label file for permit application to RIL for review and signature.
Review pending applications and follow up with landowner/lessee.
Prepare report for complaints or concerns, then submits to supervisor.
Collaborate with other Yakama Tribal programs or Entities for meetings and document retrieval as needed.
Receives collection of information for completion of tasks for electrical, well, septic and drain field installation, for filing purposes.
Monitors and investigates land use cases and any resource problems associated with those cases assigned by Zoning Administrator.
Receive inquiries, complaints, or information about a violation notice, then prepare report.
Coordinate with other Natural Resource Division programs such as YN Fisheries, Wildlife, SMC, Forestry and Cultural Resources to ensure environmental and cultural protection.
Provides verbal and written information to land users and landowners regarding enforcement standards.
As directed or in the absence of the Zoning Administrator, attend various meetings for zoning updates, and will review the minutes with supervisor.
Perform other duties as assigned by supervisor.
Knowledge, Skills and Abilities:
Knowledge of the Yakama Nation Reservation and ceded territory.
Knowledge of the Yakama Nation and its Treaty of 1855, traditions, culture, customs, and values.
Knowledge of Yakama Nation Zoning Regulations.
Knowledge of Zoning, Land Use Codes and Ordinances.
Knowledge of general office principles, practices, and techniques.
Knowledge of the tribal government structure and operational procedures related to land use and
jurisdictional responsibility.
Knowledge of accounting principles, practices, and terminology.
Knowledge of Microsoft Dynamics 365 Finance and Operations.
Skills in operating office equipment such as personal computer, telephone, copier, scanner, and 10-key calculator.
Skills in operating software programs such as Adobe, Microsoft Suite, Microsoft Teams, and Outlook.
Skills in planning, organizing and prioritizing workload to meet deadlines.
Skills in communicating effectively through all channels of communication.
Ability to maintain a high level of professionalism and courtesy when working with the public.
Ability to work independently with minimal supervision.
Ability to establish and maintain effective working relationship with other Yakama Tribal programs and entities for various projects, meetings, and other activities.
Ability to understand basic residential and commercial/industrial construction practices.
Ability to prepare and interpret maps, site plans, aerial photos, and schematic drawings of site plans.
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel, or operate objects, tools, or controls, and reach with hands and arms. The employee frequently is required to stand and talk or hear. The employee is required to walk, sit, climb, balance, stoop, kneel, crouch, crawl, and smell.
The employee must occasionally lift and/or move up to 25 pounds.
Minimum Requirements:
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
Required to pass a pre-employment drug test.
Preferred Requirements:
AA degree in business administration OR certificate in an Advanced Secretarial Program equivalent to one year of college and two years of work experience in a field related to Zoning practices.
OR Successful completion of certified bookkeeping class, administrative course, OR five years progressive work experience as an Office Assistant V, in Zoning, Land Use Planning, Realty or Construction Management, or field related to zoning practices, OR may substitute on a month for month basis of successful completion of college courses or training in land use code and two years work experience in land use planning, Realty, or other field related to zoning practices.
