Licensing Agent
Gaming Commission Licensing
Hourly Wage: $19.14/Regular/Full-Time
Responsible for the processing of Tribal Gaming Licensing applications and Washington State Certification applications for all Class II and Class III gaming employees and business vendors. Conduct background investigations to ensure the honesty, integrity, and good character of gaming employees and vendors of the Yakama Legends Casino. Maintain all licensing records for Class II and Class III employees and business vendors. Must be in compliance and knowledgeable of the Indian Gaming Regulatory Act; National Indian Gaming Commission Regulations, Yakama Nation Gaming Ordinance; Tribal-State Compact; and other applicable licensing laws and regulations. Assist the Manager in completing all licensing functions.
Examples of Work Performed:
Assist in the processing of state certification applications and tribal gaming licensing applications for Class II and Class III gaming licensor pursuant to the National Indian Gaming Commission and the Washington State Gambling Commission regulations.
Cooperate with various outside entities, including all Casino operation departments, Casino business vendors, local law enforcement, agents of the NIGC and WSGC in the completion of background investigations and compliance for state certifications and tribal license application process.
Communicate directly with NIGC and WSGC regarding decisions of a licensee in a timely and professional manner as the Manager dictates.
Assist with all aspects of gaming licensor for casino employees and vendors, including fingerprinting and processing of fingerprint cards, signature cards, payroll deductions, and use of digital camera for issuance of licensee identification badges.
Assist with the intakes of all casino employees and vendors.
Assist casino employees with referrals to outside sources for licensing fees.
Assist with completion of annual renewals for casino associates and vendors.
Maintain spare badges and update badges for casino employee changes.
Complete assigned duties and ensure work for accuracy, neatness, and conformance with all policies and procedures.
Adhere to Commission rules and regulations when processing Licensing applications.
Ensure all timelines are satisfied per Commission regulations to ensure due process.
Update and maintain accurate license information within the Commission regulatory database.
Maintain and promote strict standards of confidentiality and professionalism.
Reviews for accuracy of YNGC employee and vendor database.
Responsible for accurate and updated document control.
Trains and certifies applicable staff to ensure compliance with CJIS Security awareness information.
Prepares written reports regarding suitability, license denials, revocations, suspensions and specific license requirements or conditions for submission to the Tribal Gaming Commission, and NIGC.
Other duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of the principles and practices of the Yakama Nation Tribal Administration, state and federal laws and regulations, specifically to the gaming industry and general office practices and procedures.
Knowledge of licensing's standard operating procedures and practices.
Knowledge of sensitive records management, including legal requirements as they pertain to records retention and disclosure.
Exhibit basic investigative skills and abilities, including interviewing applicants, pulling relevant data from complex documents, identifying discrepancies and inconsistencies.
Ability to accurately record and maintain records.
Ability to exercise discretionary judgement.
Ability to read, analyze and interpret Gaming Regulations, Operational procedures.
Experience with computers using database software and electronic data processing.
Ability to establish and maintain effective working relationships with employees, other departments,
officials, and the public.
Ability to analyze and understand the Tribal-State Compact and the Code of Federal Regulations as they apply to licensing.
Ability to communicate effectively and in writing.
Ability to conduct orientation to casino trainees, employees, and vendors of licensing requirements, as directed.
Ability to work and assist other governmental agencies as it pertains to Class II and Class III licensing and gaming activities.
Ability to follow verbal directives and complete assigned projects and investigations.
Ability to shift from working independently to a team environment as job duties dictates.
Knowledge of tribal, state, and federal laws and regulations, specifically in relation to the gaming industry.
Proficient in various personal computer applications, including HID fingerprint system, JIS-Link, ID Point Software, Microsoft Excel, as well as other computer programs used in the investigation process along with Internet.
Minimum Requirements:
High School Diploma or GED required.
Associate degree in criminal justice, or another related field preferred.
Any equivalent combination of education and work experience may be substituted for required qualifications.
Must be able to maintain good attendance.
Must have excellent organizational skills to work within a team-structured office environment and demonstrate the ability to be a team player with all YNGC staff.
Must be able to get license certified by the Washington State Gambling Commission.
Ability to pass annual criminal background investigation.
Must pass a pre-employment background check.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
Required to pass a pre-employment drug test.
Preferred Requirements:
One to two years of gaming experience preferred.
One to two years of regulatory experience with a governmental or law enforcement agency preferred.
Bilingual; Preferred but not required.
Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
