Responsible management position for Native Workforce Development and the Workforce Innovation and Opportunity Act and Native Employment Works Program. Collaborates with all funding and entities to create employment, training, and educational opportunities on a year-round basis.
Work involves planning, directing, coordinating, implementing, and evaluating functions to remain within established regulations and policies as dictated by funding source. Ensures all sponsors are following federal guidelines and tribal policies. Ensures necessary documents are on file to comply with federal and tribal regulations; personal client information is kept confidential; payroll actions are submitted; timesheets are submitted; stipends are submitted, and participants receive their paychecks in a timely manner. Recruiting programs to host employees and working with those programs on a regular basis during the employment timeframe, including creating evaluations for programs to complete after employment, to gather measurable data.
This position requires close working relationship with local schools to assist eligible participants to meet graduation requirements; obtain driving permit, driver's education training and driver's license; participate in leadership training and conferences; meet school requirements for academic progress and attendance. Will be initial contact for NWD customers (applicants) with the responsibility of securing all documentation to conduct a complete NWD intake for customers.
Responsible for initial assessment of NWD customers, including developing Individual Employment Plan (IEP), and processes participants applications and makes recommendations for placement to Program Manager. Responsible for establishing and maintaining customer files to meet Workforce Investment Act Standards regarding training/employment plan, daily contacts, and group sessions. Assists with dissemination of program information, worksite development, worksite monitors, intake and selection process, client eligibility determination, required reports and payroll distribution. Develop plans and partnerships that encourage participants to achieve their needs, including GED & training, and process incentive payments as plans dictate. Will be responsible for processing payroll actions and assisting in any necessary orientations.
This position will also process documents into the D365 system. Must be able to assist with administrative duties, clerical skills duties and take leadership roles in all counseling activities. Must be able to work with other education, employment training entities and can interpret Federal, Tribal, State and County Regulations and policies. This position will keep records/ cuff accounts to ensure that all program activity is documented properly. This position will be a "Supervisor" in iSolved. Will work with other programs within the tribal workforce, as well as outside programs and agencies, including attending trainings, coalitions, and maintaining and establishing partnerships and planning and organizing events. Will keep running list or program applicants, and schedule intakes according to eligibility. Will have role in the Division of Indian & Native American Programs participant reporting system, and will actively log, track, and update participants files.
Examples of Work Performed:
Recruit and establish worksite agreements for placement of NWD workers and provide orientation on regulations to sponsors. Assists with recruitment including but not limited to job fairs, health fairs, etc.
Advertise services to youth, parents, guardians, public and school personnel and develop methods to coordinate services through NWD and other funding resources.
Coordinate recruiting, selection, and placement of NWD workers in a worksite position. Work with the worksite site supervisors, monitor work, and work site for compliance with WIOA regulations and policies.
Initial screening of customer intake; screen, assess and determine eligibility; rates and recommends placement upon assessment of customer's background, skills, and interests.
Provide counseling in either individual or group settings, refers more complicated cases to supervisor or professional counseling service provider.
Provide orientation to NWD participants and worksite sponsors, schedules tribal orientation as needed.
Run errands and obtain signatures for routine documents. Compose routine forms and correspondence.
Plan and organize events for NWD and in collaboration with partners.
Develop handbook(s), pamphlets, and fliers for program operations and customer information.
Coordinate the development of the annual plan and budgets; monitor budget activities to ensure compliance with federal and tribal requirements.
Responsible for file maintenance by keeping accurate and complete records. Creates new files and records as
necessary and assists with routine administrative and office support functions.
Knowledge of proper and correct application of grammar, punctuation, and spelling in preparing correspondence and
narrative reports.
Prepares monthly reports in appropriate timeframe and attends program team meetings.
Process stipends, incentives, and program purchases into Microsoft D365. Maintain logs of program expenditures.
Attend coalitions, meetings, and outreach events to promote NWD program. Establish & maintain partnerships with outside agencies and tribal programs.
Update employment announcements and provide employment packets (Youth, Interns, Adults).
Maintain and promote strict standards of confidentiality and professionalism. Abide by Yakama Nation Rules and Regulations.
Perform other duties as assigned by Native Workforce Development Program Manager.
Knowledge, Skills and Abilities:
Knowledge of management techniques and skills.
Knowledge of Yakama Nation organizational structure, policies, procedures, and regulations.
Knowledge of Microsoft D-365, or ability to learn D-365 accounting system and other software as needed, and maintain budgets for purpose of placement of participants, and allowable incentives, and other program activities.
Knowledge of the Code of Federal Regulations (CFR). Ability to comprehend and interpret state and federal regulations as they apply to client eligibility, service standards, and other aspects of program operations.
Knowledge of general office principles, practices, and techniques and knowledge of basic computer skills, basic office equipment with the ability to perform at an acceptable level of proficiency, as required by the position.
Skills in mathematical calculation for budget preparation, monitoring budget expenditures.
Skills in oral and written communication for explaining NWD program goals, procedures, and expectations to clients.
Knowledge of the sensitivity for Yakama traditional and culture values and practices.
Have strong customer service skills and the ability to meet and deal with the public in a professional, pleasant, and courteous manner. This will need to be exercised during stressful situations.
Ability to communicate effectively with the public, local school personnel and worksite sponsors.
Ability to exercise mature judgement in evaluating specific situations and recommending solutions.
Must have good attendance record, punctuality and dependability and ability to demonstrate initiative and maintain a positive attitude.
Ability to work with difficult clients in a positive manner. As well as the ability to speak in a clear, concise, well-modulated voice as required by the position.
Ability to establish and maintain effective working relationships with supervisors, subordinates, participants, youth, and other service agencies.
Ability to lead, coach, mentor, and assist youth and participants to successfully fulfill the work of their positions.
Ability to demonstrate typing skills, office skills and computer skills required.
Ability to work effectively with all people of diverse cultural and professional backgrounds. Ability to analyze complex service delivery problems and make sound recommendations as to their solutions.
Minimum Requirements:
Two years of college course work or any combination of experience, or training that demonstrates the ability to coordinate and supervise client-oriented programs.
Must have previous experience working with the public, knowledge of acceptable office procedures and ability to work with the public.
Must have previous experience in directing program activities and establishing and meeting goals and objectives.
Must have knowledge and experience working with grants.
Must have demonstrated familiarity and sensitivity to the needs of low-income populations and the diverse cultures within the Yakama Reservation.
Required to pass a pre-employment background check.
Required to pass a pre-employment drug test.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving Permit.
